8. Review, discuss and make recommendations regarding a proposed mixed -
use, residential and commercial development on approx. 21 acres located
at 1835 Shady Oaks Drive and 400-500 Block of W. SH 114, generally
located along the west side of W. State Highway 114.
9. Review, discuss and make recommendations regarding a proposed
residential development (Miracle Place) located at 173 Jellico Circle and
2740 W. Southlake. Blvd. generally located at the northeast corner of Jellico
Circle (W) and W. Southlake Blvd.
10. Review, discuss and make recommendations regarding a proposed
residential development (Miracle Place) located at 2300 W. Continental
Blvd.

MEETING
OVERVIEW:
On November 13, 2024 the Southlake Corridor Planning Committee held
their forty-ninth meeting. The Committee was sent a packet of materials
prior to the meeting that were to be discussed during the session. A
meeting agenda was posted, and the meeting time was advertised on the
City's website. The following meeting report focuses on discussion points
made during the meeting by members of the Committee, public and City
staff. This report is neither verbatim nor does it represent official meeting
minutes; rather it serves to inform elected and appointed officials, City
staff, and the public of the issues and questions raised by the Committee,
City staff, and any attendees of the meeting. Interested parties are

Kathy Talley: I was sad to see that the previous location did not work out, so I'm glad to
see you back. We like having different options at P&Z and City Council, so that's great
for the retail component.
Amy Torres-Lepp: I think this is a better location for this space. We do like to see
options, and between the ones staff showed, option 1 is preferred.
Frances Scharli: Option 1 is preferred for retail concept. There are a lot of trees on the
site, so just work with staff about mitigating the impact on the property.

RESTAURANT AND SPECIALTY RETAIL OVERLAY
The Restaurant and Specialty Retail Overlay is a commercial overlay category designed and intended
for the concentration of unique dining and specialty retail options not otherwise found in Southlake's
established retail and restaurant centers. The purpose of this category is to foster the development of
a dynamic, destination restaurant district. This district should feature mostly independent, unique or
local restaurants offering diverse and healthy cuisine in a sit-down format, which may also include
aspects of culinary tourism or educational components up to and including schools offering training in
culinary arts. The overlay may provide for incubation of new businesses and concepts which might
otherwise struggle to operate in more traditional retail commercial spaces. Physical aspects of this
district may include proximity to Community Services uses, proximity to niche retail, frontage onto
shared space for dining or gathering rather than streets, and shared parking.
In areas of the district which are located east of N. Carroll Ave., up to 50% of the land area may be
suitable for retail operations that are boutique or specialized in character. Boutique or unique hotels
designed to be integrated into the environment, health and medical services and support office may
