Discussion of the 1997 Building, Plumbing, and Mechanical Codes As you are aware, the city is currently enforcing the "1994 Edition of the Uniform Building, Plumbing, and Mechanical Codes." The model code groups traditionally publish new codes on a three-year cycle. Cities in Texas can choose what codes and what local amendments they may adopt for whatever reasons they deem proper. Southlake has in recent times adopted the Uniform Codes with relatively few local amendments. The Dallas Ft. Worth Metroplex has a wide variety of code editions and amendments that have led to confusion and problems. In order to help a Regional Codes Coordinating Committee (RCCC) through the North Central Texas Council of Governments (NCTCOG) has been established. The RCCC established subcommittees for building, fire, and plumbing and mechanical codes. They had open meetings with both public and private sector participation and reviewed the codes. The result of those meetings is to adopt a recommendation of the codes and a set of recommended amendments that hopefully will be adopted uniformly across the Metroplex. The Building Officials of the largest cities and those with the most construction going on have all supported this process and committed to work for adoption by their jurisdictions. Chuck Bloomberg participated in many of those discussions and I fully support the code process and encourage adoption throughout the region. I am sending you a copy of each of the code books recommended by the RCCC along with their recommended amendments for each code. Please review these as much as you can before our next meeting. At the meeting I would like you as Board Members to give us direction as to the type and detail of review you would like to make as a recommendation to the City Council for adoption. We will try to have our next Board of Appeals Meeting Monday, December 8, 1997, 7:00 p.m. at Bicentennial Park in the White Chapel Room. This room is in the stucco building at 200 N. ORDER: case NO. V97-0000002, V97-0000037 and V97-0000038, To Hazel Janet Hanna Miller, dated June 23, 1997. The owners of the property had shown evidence of demolishing and removing debris during the first 30 days, however during the second 30 days there was little activity. On 29 August 1997 Hazel J Miller agreed to allow the city to finish the demolition and removal process. Three estimates were requested to finish the demolition and removal and the job was awarded to Mid-West Wrecking Co. 09 September 1997. The work was completed October 06, 1997. Inspection now shows all structures are removed, the well capped and the debris removed, including all vehicles. Therefore the property now complies with the codes of the City of Southlake. On December 08, 1997 the city had not been reimbursed for the cost of demolition and removal and is proceeding to place a lien on the property for the amount owed.
