REGULAR CITY COUNCIL MEETING MINUTES NOVEMBER 5, 2024

CITY COUNCIL PRESENT: Mayor Shawn McCaskill, Mayor Pro Tern Randy Williamson,
Deputy Mayor Pro Tern Kathy Talley, and Councilmembers Randy Robbins, Frances
Scharli, Ronell Smith, and Amy Torres-Lepp.
STAFF PRESENT: City Manager Alison Ortowski, Assistant City Manager James
Brandon, Assistant City Manager/Senior Director of Human Resources Stacey Black,

CALL TO ORDER.
Work Session was called to order by Mayor Shawn McCaskill at 5:32pm.
2. INVOCATION: CLAYTON REED
Mr. Clayton Reed provided the invocation. Mayor McCaskill led the pledges of allegiance
to the United States and Texas Flags.
3. HONORS & RECOGNITION: VETERAN'S DAY PROCLAMATION
City Manager Alison Orlowski introduced Deputy Director of Economic Development and
Tourism, Robert Briggs, who recognized Veterans Day, highlighted employee veterans,
and discussed the ways in which the community is celebrating those who have served
our country as members of the armed services.
4. HONORS & RECOGNITION: TREE CITY U.S.A AND ARBOR DAY

City Manager Alison Ortowski introduced Director of Planning and Development Services
Dennis Killough, who provided information about the City's commitment to tree
preservation.
5. UPDATE ON THE TOWN HALL PLAZA PARK FEASIBILITY STUDY
This item will be discussed at a future meeting.
6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN
AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION.

CALL TO ORDER
Regular Session was called to order by Mayor McCaskill at 5:52pm.
2A. EXECUTIVE SESSION
Mayor McCaskill announced the City Council would go into Executive Session pursuant
to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney; and Section 551.087 deliberation regarding economic
development negotiations. The City Council adjourned for Executive Session at 5:52pm.
Executive Session began at 6:03pm and concluded at 6:48pm.
CITY COUNCIL PRESENT: Mayor Shawn McCaskill, Mayor Pro Tern Randy Williamson,
Deputy Mayor Pro Tern Kathy Talley, and Councilmembers Randy Robbins, Frances
Scharli, and Ronell Smith.
CITY COUNCIL ABSENT: Councilmember Amy Torres-Lepp

Mayor McCaskill reconvened the meeting at 6:53pm.

3A. MAYOR'S REPORT
Mayor McCaskill expressed his appreciation to City staff for their extensive preparations
for the November 5, 2024, Election with the lobby set up ensuring the voters were
comfortable while waiting to cast their vote.

3131. 2024 HOME FOR THE HOLIDAYS
City Manager Orlowski introduced Festival and Events Coordinator Lauren Kimberly to
provide an update on the 2024 Home for the Holidays — Christmastime in Southlake.
CONSENT AGENDA: All items listed below are considered to be routine by the City
Council and will be enacted with one motion. There will be no separate discussion of
items unless a Councilmember or citizen so requests, in which event the item will be
removed from the general order of business and considered in its normal sequence.
