PARKS AND RECREATION BOARD MEETING
April 8, 1996
MINUTES
Board Members Present April 8, 1996: Carol Lee Hamilton, Janet Murphy, Bethann Scratchard,
Margie Zielke and Vicki Johnson (arrived at 8:00 pm).
Members Absent: Robert Bledsoe, Robin Jones, Rod Johnson
City Staff Present: Director Kim McAdams
The meeting was called to order at 7:35 p.m. by Secretary Carol Lee Hamilton.
Agenda Item No 2 Approval of March 11, 1996 Regular Meeting Minutes.
The typo on agenda Item 9, second sentence should read "park."
Motion was made to approve the minutes as corrected for March 11, 1996.

Aszenda Item No. 3, Administrative Comments.
• Administrative calendar was reviewed. News clippings will be mailed to the Board at the
end of the week. Janet Murphy asked that the Board read the news article in the Grapevine
Sun on April 7 and the March 29 article in the Southlake Journal. Staff will mail these two
articles to the Board Friday.
Agenda Item No. 4, Public Forum.
No public presentations.
Agenda Item No 5 Discussion of the Goals and Objectives for Bicentennial Park and City Park
Master Plan
Staff distributed comments received from the Southlake Girls Softball Association, Southlake
Baseball Association, Lake Cities Community Band, Grapevine/Southlake Soccer Association,
Metroport Meals on Wheels, Coach Ledbetter, and KSB. Laura Suarez presented the Board with
a letter from the Southlake Tennis Association and then left. All of the above requests will be
attached to the minutes. MESA Design identified areas of the Bicentennial Park for consideration
of new or renovated facilities. The areas included the hill, the water tank, the entrance on White
Chapel Road, sand volleyball courts, existing ballfields, The Lodge and Community Center, the
drainage flume, the large water tower, pavilion, playgrounds, parking lots, and drainage channel.
The Board discussed items they felt were needed and not needed in Bicentennial Park. Scott Martin
clarified the requests from KSB noting that the other requests were needed but that KSB was
interested in addressing areas other groups would not address. The long discussion gave MESA
Design some direction to move forward in preliminary design which will be reviewed by the Board
at the May meeting.
MESA then outlined the site for "City Park" (West Beach).
At 10:30 pm, motion was made to continue the meeting Tuesday, April 16 at Bicentennial Park.

The meeting was called to order at 7:30 p.m. by Chairman Rod Johnson.
Continue Agenda Item No. 5. Discussion of the Goals and Objectives for Bicentennial Park and City
Park Master Plan
MESA Design consultants outlined the various features of the City Park site. The features included
the north beach access off White Chapel Road, other lake access, proposed thoroughfare, beach area,
rock outcroppings, tree mass on high point, trial access/ equestrian trail heads, barren areas, creek
branches, and Camp Burnett. The Board discussed facilities that they would like to see in the West
Beach site. The Board requested that an archeological survey be done on the site. The Board asked
that the 562' contour and the 532' contour which is the Lake Grapevine floodplain, be delineated on
the plan. The Board debated the trail locations around the lake. Planners will look at the distance
between the trails and report back in May. It was noted that the Board wanted the flavor of this park
to be less intense with facilities and more open space and passive spaces for the enjoyment of nature
and scenery.

Agenda Item No. 6, Consider Park Name for the Newest City Park
Janet Murphy identified some more new names received for consideration - Pioneer Trace, Jellico
Trails, and White Chapel Park. Rod Johnson had received several petitions for naming the park after
Mayor Fickes. The Board wanted to give the park a general name with options to name individual
facilities and/or sections after persons of significance to Southlake.
Motion was made to nominate the following names to the City Council for consideration - White
Chapel Park, Pioneer Trace Park, Jellico Trail Park, Higgins Branch Park, or The Savannah Park and
to pass along the full list of names and petitions received.

Agenda Item No. 8, Discussion of Park Master Plan Update
A second draft was distributed to the Board for review. The Board was directed to send comments
to the staff.
Agenda Item No. 9. Discussion of the Annual Board Planning Retreat
Staff will target a program for May 17 & 18 and will poll all the members by phone for facilities to
visit.
