24 Agenda Item No. IA, 2000 Accomplishments and Current Projects Update

26 The Board reviewed the "2000 Accomplishments" report provided in their packets. Staff
27 shared highlights from the report noting there were many accomplishments during the year
28 related to Bicentennial Park, Bob Jones Park, Koalaty Park, Chesapeake Park, various trails,
29 and landscaping of the Carroll Avenue medians and Town Hall
30
31 The meeting continued to focus on accomplishments. An overhead presentation was provided
32 to the Board outlining current and near-term recreation services and park capital projects
33 during 2000. (See attachment for details.)

35 Agenda Item No. 1B, Future Capital Improvements Projects

37 Staff presented an overview of the existing Parks/SPDC capital improvement projects
38 schedules and listed the projects that were previously encumbered through the FY 2000/01, FY
39 2001/02 and FY 2002/03 budgets.

41 A summary of athletic practice and game facilities was presented, noting the City's existing
42 and future needs for each type of facility at buildout.

44 A discussion on park land acquisition was explained in detail.

6 After a rigorous "brainstorming" session, the Board identified the following goals and
7 objectives for 2001:

9 • Identify future park needs as per Parks, Recreation and Open Space Master Plan
10 • Increase public awareness and use of existing and future multi-use trails
11 • Develop the Nature Center at Bob Jones Park
12 • Support construction of future Recreation Center
13 • Promote City parks in the Southlake Scene
14 • Enhance Park Board knowledge and understanding of park and recreation related issues

16 Agenda Item No. 1D, Recreation Programs - Fee Revenue Philosophy

18 A draft policy for determining pricing and revenue recovery for recreational programs and
19 events was presented. The purpose, scope, philosophy and guidelines contained in the Parks
20 and Recreation Division Revenue Policy were explained.

22 Agenda Item No. 1E, Schedule tours of area facilities

24 The Board directed staff to arrange a tour of the recreation centers in the cities of Arlington,
25 Coppell and Grapevine on March 31, 2001. Details will be announced later.

Review of 2000 Accomplishments
Bicentennial Park Phase II Construction:
Construction/installation of the following items
- Tennis Center building and courts - inline hockey court
- restroom/storage building - fountain
- court lighting - Irrigation system
- landscaping - parking lots
- pavilion
Bicentennial Park Fields #4, #5, and #10:
Involved the removal of the grass infields and infield clays on fields #4 and #5,
the addition of top soil, leveling of infields, laying of new sod, and installation of
new irrigation system on all three fields.
Bicentennial Park Batting Cages:
Design and construction of four batting cages for the baseball fields and two
batting cages for the softball fields.
Bicentennial Park Ball Field Safety Railings:
Yellow, plastic safety railing was added to the outfield fence lines on the ball
fields at Bicentennial Park. The railing is intended to prevent or reduce injuries,
provide better visual definition for the players, and improve the aesthetics of the
park.
Practice areas at Bicentennial Park:
The open field area southeast of the maintenance shop was graded, over
seeded, and backstops added (funded by SBA) to provide two additional practice
baseball facilities for the Southlake Baseball Association.
Bicentennial Tennis Court Improvements:
Includes the resurfacing of the two public tennis courts, and the installation of
new fencing and wind screens.
Bob Jones Clean-Up:
Day long community project at Bob Jones Park, on the Corps of Engineers lease
property, resulting in the removal of four roll-off dumpsters full of trash and
debris, and approximately 250 tires. About eighty volunteers and City staff spent

the day cleaning, clearing, and removing discarded debris. Breakfast and lunch
were also included in the event.
Backstop Replacement at Koalaty Park:
The four deteriorated backstops at Koalaty Park were removed and replaced with
new backstops. The backstop and field areas are utilized by the Southlake Girls
Softball Association, the Southlake Baseball Association, and Carroll Elementary
School.
Koalaty Park Landscape Improvements:
Installation of approximately twenty transplant trees and re-activation of the
existing irrigation system along the rights-of-way.
Lonesome Dove Trail Design:
City staff met with area homeowners to develop the layout for a loop trail system
within Lonesome Dove Park. The trail will be approximately 1/3 mile in length
and will include a boardwalk over the drainage swale. Future planned
improvements include additional irrigation, landscaping, benches, and trash
receptacles, as well as a water fountain.
Carroll Medians:
Landscaping of the medians on Carroll Avenue to include plant material, turf
pavers, and irrigation.
Continental Trail (Country Walk to Peytonville):
The first phase of the six foot trail from the Country Walk subdivision to
Peytonville was installed. The trail provides access to Carroll Elementary and
Koalaty Park. The next phase of trail is scheduled to begin in February 2001 and
will extend from Peytonville to White Chapel.
Town Hall Landscape Design and Installation:
In-house landscape design for the new Town Hall building, as well as contract
and project administration of the landscape installation.
Projects Underway or Planned
Bob Jones Equestrian Parking Lot:
The Bob Jones Equestrian Parking Lot is near completion and should be finished
by the end of February 2001. The parking lot will allow an access point for the
northern Bob Jones trails and will be capable of housing approximately 20
trailers.
Bob Jones Construction:
Bob Jones Park construction is currently underway with completion of the TPWD
grant items scheduled for completion by June 30, 2001. The remaining park
components will be completed by October 31, 2001. Improvements will include
six practice ballfields, concession/restroom building, boardwalk/pavilion, hard and
soft trails, playground, parking lots, pond, and infrastructure.
Bob Jones Nature Center:
The preliminary analysis and design study for the nature center is currently
underway. The architect is preparing various design options with
recommendations for review by the City. Once a selection is determined, the
architect will begin preparing the construction drawings and specifications.
Bob Jones Phase III Design and Construction:
City staff is currently working with Cheatham and Associates on the design of the
second restroom facility, well, and pump house building. Design work should be
completed within the next sixty days with construction anticipated to be complete
by October 31, 2001.
Bleacher Purchase and Installation for Bob Jones Park:
The bleacher purchase and installation for Bob Jones Park is scheduled for
completion prior to the fall season. Staff has reviewed the bleacher
specifications and quantities with the Grapevine Southlake Soccer Association.
Bicentennial Park Shade Structures:
Design work for the shade structures on fields 4,5,6,7,8,9,and 10 are currently
underway and will be presented to the Park Board for review prior to bid. The
shade structures are part of a SPDC matching funds grant with the Southlake
Baseball Association and will provide much needed relief from the summer sun.
Anticipated completion date is July 1; 2001.
Bicentennial Park Irrigation Master Plan:

The bid specifications have been completed and proposals from recommended
consultants have been received. Staff is in the process of reviewing the
proposals and will likely enter into an agreement within thirty (30) days.
Bicentennial Park Baseball Warm-Up Area Improvements:
Currently under construction, the baseball warm-up area improvements are
scheduled for completion by February 28, 2001. Improvements include
additional fencing and walkways.
Bicentennial Park Concession Stand A/C Additions:
The air conditioning units for the baseball and softball concession stands have
been installed. Final electrical improvements are currently underway. The air
conditioning unit for the Bob Jones concession stand will be installed at a future
date.
Bicentennial Park Sand Volleyball Courts:
Upon the adoption of the Parks Master Plan, to include the Bicentennial Park
schematic design, and final siting of the recreation center, staff will begin
preparing construction drawings and specifications for the installation of lighted
sand volleyball courts. Estimated time for design, bid, and construction is
approximately nine months.
Bicentennial Park Trails:
Upon the adoption of the Parks Master Plan, to include the Bicentennial Park
schematic design, and final siting of the recreation center, staff will begin
preparing construction drawings and specifications for the installation of
additional trails within the park. The SPDC fund currently has $100,000
budgeted for this project. Estimated time for design, bid, and construction is
approximately nine months.
Inline Hockey Scoreboard:
The in-line hockey scoreboard has been installed and final electrical installations
are being completed. The scoreboard should be operational no later than the
end of February.
Chesapeake Park:
Chesapeake Park is currently under construction and should be completed this
Spring. The park will feature a walking trail with benches, trash receptacles,
playground, four acre pond with fountain, irrigation, landscaping, and an open
play area. The park is being constructed by the developer and will be turned
over to the City upon completion.
Carroll Medians (landscaping):
The next phase of the Carroll Medians have been installed between 1709 and
SH 114. The Parks Division will install the plant material to include turf, shrubs,
and trees, and will oversee the installation of the irrigation system and brick
pavers.
Lonesome Dove Park Trail Construction:
This project has been awarded and should be completed by March of 2001. The
trail will be approximately 1/3 of a mile in length and will loop around the park. A
boardwalk feature will be added over the drainage swale area to provide an
interesting wetlands feature.
Softball Complex Design:
Upon the adoption of the Parks Master Plan, which includes the Bicentennial
Park schematic design, staff will formally begin work with a consulting firm on the
design and engineering of the girls softball complex. Initial cost estimates for the
construction of the project have been completed.
Recreation Center Design:
Conceptual site planning for the Timarron site is being and will be presented to
the SPIN group and Park Board in March, with a final draft to City Council to
follow. Once a final site is determined by Council, an architectural firm will be
hired to begin the design work to include site planning, conceptual design,
schematic design, construction drawings and specifications. Also included as
part of this process will be an operational study to include staffing levels,
operations and maintenance, and revenue projections.
