Item 7 - Demonstration and PlansSIGN VARIANCE APPLICATION 1400 Main Street, Suite 310, Southlake, TX 76092 Phone: (817) 748-8215 Fax: (817) 748-8077 Revised January 2023 2 Demonstration Please demonstrate that the following conditions are applicable to the requested sign variance: 1.That a literal enforcement of the sign regulation will create an unnecessary hardship or practical difficulty on the applicant. 2.That the situation causing the unnecessary hardship or practical difficulty is unique to the affected property and is not self imposed. 3.That the variance will not injure and will be wholly compatible with the use and permitted development of adjacent properties. 4.That the variance will be in harmony with the spirit and purpose of the sign ordinance. These variance requests are intended to positively represent the project with a pleasant transition from the public right of way during the construction process and provide information to potental prospects to assist with the projects sucess once completed. The Sign Ordinance No.704-J Sections 6.1 - Table 3 restricts the duration of 1.Banner Signs to15 days, twice per calendar year with a 60 day separation between permits. This would not allowsufficent time for the banner to cover the construction fence during construction duration and prevent ownership from using the construction wall to market the finished product during the construction process. 7.New Construction For Sale/Leasing Signs are restricted to be behind the property line and would limit exposure to prospective clients along E. State HWY 114 dueto the property location setback. Ownership of the adjacent property (Frank Bliss)has conveyed to the developer (Kairoi) permission to locate a sign on his property. The property is located within the Southlake Town Square area and is setback approximately 500'from the major right of way which limits the projects visibility to prospective residents and avenuesto market the mass of drive by traffic that frequents Southlake Town Square. These variance requests are similar to requests made by adjacent properties during their constructionand would not interfere with adjacent properties. These requests would increase project visibility andallow the public to visually preview the product during the construction process. The Residences at Southlake Temporary Sign Variance Request This project is located Southlake Town Square – Garden District at 1530 Meeting St, Southlake, TX 76092 Due to the property setback within the Town Square area, we request a variance to allow (1) oJ-site development sign on the adjacent property (8’-0” x 24’-0”) located at the Northwest corner along the E. State HWY 114 Frontage Rd. and Central Ave. We proposed this temporary development sign be allowed to remain until 07/31/25 or once construction is complete, whichever comes first. Ownership has discussed the proposed sign and location with the landowner Frank Bliss and has received approval. This is the same location a development sign was proposed for The Parkview Residences during their construction process. We also request a variance to allow temporary banner signage on the construction fence approximately 145’-0” along Central Ave. to present a more pleasant transition from the public ROW to the new project during the construction process. We proposed this banner sign also be allowed to remain until 07/31/25 or once construction is complete.
