CALL TO ORDER: 6:00 P.M. 2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session may be held, under these exceptions, at the end of the Regular Session or at any time during the meeting that a need arises for the Planning and Zoning Commission to seek advice from the City Attorney as to the posted subject matter of this Planning and Zoning Commission meeting. Section 551.071: Consultation with attorney. No Executive Session was held. 3. Recap of the City Council’s action and discussion on Planning & Zoning recommended cases. 4. Adjournment. Deputy Director of Planning and Development Services Jennifer Crosby noted that there will be a Corridor meeting on November 13th, 2024. 4. CHAIRMAN COMMENTS No comments were made. CONSENT AGENDA: 5. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING COMMISSION MEETING HELD ON SEPTEMBER 19, 2024. A motion was made to approve Item 5 on the agenda. Table: ZA24-0051, Zoning Change and Site Plan and Zoning Change and Development Plan for Forefront Senior Living on property described as Lots 1A, 1B, 2, and 3, Parker’s Corner Addition, and Tract 2A02, J. Allen Survey Abstract No. 18, and located at 300-684 Davis Blvd., City of Southlake, Tarrant County, Texas. Current Zoning: “RE5” Residential Estate District and “SF-1A” Single Family Residential District. Proposed Zoning: “S-P-1” Detailed Site Plan District and “TZD” Transition Zoning District. SPIN Neighborhood #11. PUBLIC HEARING At the September 19, 2024 Planning & Zoning Commission meeting, this item was tabled and the public hearing continued to the October 3, 2024 Planning & Zoning Commission meeting. The applicant was going to request to table to the October 17, 2024 Planning & Zoning Commission meeting during the October 3, 2024 Planning & Zoning Commission meeting; however, that meeting was cancelled. The applicant has requested to table this item to the November 7, 2024 Planning & Zoning Commission meeting. 7. Table: ZA24-0056, Zoning Change and Site Plan for The Elmore by Marriott (currently known as The Southlake Hotel) on property described as Lot 1, Kimball Park, and located at 2104 E. State Highway 114, Southlake, Texas. Current Zoning: “S-P-2” Generalized Site Plan District. Proposed Zoning: “S-P-2” Generalized Site Plan District. SPIN Neighborhood #4. PUBLIC HEARING This item is administratively tabled to the November 7, 2024 Planning & Zoning Commission meeting. Consider: ZA24-0036, Site Plan for Well Billion Place on property described as Lot 7R, Block A, Southlake Bank Place, and located at 3313 E. State Highway 114, Southlake, Texas. Current Zoning: “C-3” General Commercial District. SPIN Neighborhood #8. PUBLIC HEARING Deputy Director of Planning and Development Services Jennifer Crosby provided a brief presentation of Item 8. Questions were asked. Applicant, Juan Vasquez, 1919 South Shiloh Rd., Garland, Tx., came forward. No questions were asked. Chairman Kubiak opened the public hearing. Seeing no one closed the public hearing. A motion was made to approve Item 8, ZA24-0036 subject to the Staff Report dated October 11th, 2024, and also subject to the Site Plan Review Summary No. 3 dated October 11th, 2024. Consider: ZA24-0060, Site Plan for Lot 1, Block 1, Mustang Business Park, and located at 1825 Mustang Ct., Southlake, Texas. Current Zoning: “I-1” Light Industrial District. SPIN Neighborhood #8.
