PROJECT: Sign Variance for Tommy’s Express Carwash
EXECUTIVE
SUMMARY: Christianson Companies, on behalf of Tommy’s Express Carwash, is
requesting approval of variances to Sign Ordinance No. 704, as amended,
for attached building signs, attached drive-through and directional signs,
and a monument sign.
DETAILS: The property is located at the northeast corner of W. Southlake Boulevard
and N. Pearson Ln. The applicant originally proposed two options, including
3 attached building signs, drive-through signs, vacuum signs, and a pylon
or monument sign to the Sign Board. At the September 19, 2024, Sign
Board meeting, the Board recommended that the applicant bring forward
an option to City Council with smaller attached signs on the east and west
elevations, no vacuum signs, and to show an example of the monument
sign with no variances. In response, the applicant has provided two revised
options for the City Council’s consideration, although Option 1 is their
preferred choice.
Option 1 contains the following requests: three attached walls signs located
on the west, south, and east elevations, two attached drive-through signs,
two directional LED signs, and one monument sign. Option 2 contains the
following requests: two attached walls signs located on the west and east
elevations, two attached drive-through signs, two directional LED signs,
and one monument sign.

BACKGROUND INFORMATION

PROPERTY SITUATION: 101 N Pearson Lane, Southlake, TX 76092
LEGAL DESCRIPTION: Lot 13, Block 3R of the Cimmarron Acres Addition
CURRENT ZONING: “S-P-2” Generalized Site Plan District
HISTORY: In July 1984; City Council approved the final plat for Cimmarron
Acres Addition with Light and Heavy Commercial District while in
the ETJ.
In August 1984; The subject property was annexed into the City of
Southlake per Ordinance 297.
On September 19, 1989; “C-2” Zoning was placed on the lots with
frontage on W. Southlake Blvd by adoption of the Zoning Ordinance
No 480.
On October 15, 1996; City Council approved a plat revision of Lots
5 & 6.
In May 2005; City Council approved a plat revision involving Lots
5R1-5R5, 6R1 & 6R2, Block 3.
In July 2005; City Council approved a Plat Revision for Lots 7-13,
Block 3R of the Cimmarron Acres Addition. Lot 6R2, Block 3 was
replatted to Lot 13, Block 3R.
In October 2005; City Council approved a concept plan for a
proposed one-story, approximately 18,000 square-foot retail

On April 16, 2024; the City Council approved a zoning change and
site plan for Tommy’s Carwash, a self-service car wash. (ZA23-
0073)
On August 20, 2024; The City Council approved a plat revision for
Lot 13R1 and 13R2, Block 3R, Cimmarron Acres Addition, being a
revision of Lot 13 Block 3R, Cimmarron Acres Addition. (ZA24-
0034)
SIGN BOARD: September 19, 2024, Approved (5-0) with the provision that the
applicant bring a revised version of option 2, where the east and
west facing signs be reduced in size, show an alternate version with
no vacuum signs, and then on the monument sign, include the

lighted address on it and bring forward one version as requested
and one version with no variances.
CITY COUNCIL:
STAFF COMMENTS: City Council approval of the request does not eliminate the
requirement for a sign application submittal prior to sign installation.
