APPROVE MINUTES FROM JULY 24,2024 CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING APPROVED (5— 0) Motion: CCPD Board Member proposed a motion to approve the minutes from July 24, 2024, CCPD Board Meeting. APPROVE AN EXPENDITURE NOT TO EXCEED $167,000 FOR PHASE 1 OF THE NETCO POLICE/FIRE RADIO SYSTEM UPGRADE. APPROVED (5— 0) • Update provided by Police Chief Ashleigh Casey: In July 2024, we presented the FY25 CCPD Budget which was approved. This item is one of the approved items on that agenda. Today, we are bringing this item back to the CCPD Board for approval to expend these funds because it exceeds the $50,000 threshold. There is a requirement to receive CCPD and City Council approval on any purchase that exceeds $50,000. I'd like to make a note that City Council has already approved the FY25 CCPD Fund Budget as well as this expenditure at the September 25, 2024 City Council meeting. In summary, our City policy requires each expenditure that exceeds $50,000 to be entered onto a spend authorization list that goes before City Council at the same time they approve the budget. • Question asked by CCPD Board Member: Is NETCO completely changing out the entire radio system? • Response given by Police Chief Ashleigh Casey: Yes, this is an entire radio platform upgrade which is scheduled to take place in phases. The NETCO Consortium is comprised of six (6) cities, and Southlake is one of the six (6) cities. We have a staff member who serves on the NETCO Consortium Board, and the Board's recommendation is to complete the upgrade in phases. This item represents the first phrase of the upgrade, which will then be completed over the next 5-6 years. • Question asked by CCPD Board Member: Is there a new tower included in the NETCO proposal? • Response given by Police Chief Ashleigh Casey: I don't know at this point. That will be something we can clarify as we move towards those additional phases. As we discussed, this is phase one and there will be additional requests that come forward in future years and we'll have more specifics with dollar amounts as we move closer to those years. • Response given by Interim Fire Chief Jeremy Wilson: This upgrade is due to Fort Worth upgrading their B22 backbone which requires Southlake to upgrade our hardware to maintain connectivity. This is an upgrade by Motorola and since Fort Worth is upgrading their system, we also have to upgrade our system. At some point, the equipment reaches the end of life, that Motorola defines, and after that point, Motorola no longer supports the equipment. • Question asked by CCPD Board Member: How will the phased approach work with this radio platform upgrade? • Response given by Police Chief Ashleigh Casey: Certainly, everything we do has to be coordinated with the other agencies. As far as the radio transition itself, typically, we will continue to use our existing radios as we transition to the next system. They won't just cut everything off one day and then turn everything on the next day. In future phases of this upgrade, they will be changing out dispatch consoles which will affect our dispatch center. This will require coordination amongst the other cities, which is another reason for completing the upgrades in phases. Motion: CCPD Board Member proposed a motion to approve Item 3B. Second: CCPD Board Member 3C. APPROVE AN EXPENDITURE NOT TO EXCEED $80,000 TOWARDS THE PURCHASE OF THE LENCO NORTHEAST TARRANT REGIONAL SWAT ARMORED VEHICLE. APPROVED (5 — 0) • Update given by Police Chief Ashleigh Casey: Again, this is another part of the FY25 approved budget items that we discussed with you back in July 2024. We're bringing this back to the CCPD Board to approve the expenditure for an amount not to exceed $80,000 which is the Southlake Police Department's portion of the LENCO SWAT armored vehicle purchase. • Question asked by CCPD Board Member: Is this vehicle yet to be built? Will it take 14-18 months? • Response given by Police Chief Ashleigh Casey: It is not built yet but is estimated to take 9-12 months. • Question asked by CCPD Board Member: Is the total cost $386,866? Dividing this number by six is $64,477 which leaves a difference of$15,500. Is that difference contingency money in case something else is needed? As a ceiling, we would need up to $80,000 to move forward per agency. • Question asked by CCPD Board Member: What is the relationship, if any, between this new vehicle and the big, armored vehicle that we currently have? • Response given by Police Chief Ashleigh Casey: The MRAP vehicle is a military grade vehicle that we acquired through the LESO 1033 program. The caveat to that is the federal government, at any time, when they need it back, can take it back, so it is on loan to us. The LENCO vehicle is in addition to the MRAP vehicle. We plan to keep the MRAP vehicle as long as we're allowed, but if it were taken back, the LENCO vehicle will substitute the MRAP vehicle. The LENCO vehicle is much more suited for an urban environment, and it is specifically made for police SWAT teams. Additionally, from a more tactical perspective, when looking to secure a scene or a building, having two vehicles that can be set on either side, creates a safer environment for everyone including civilians, if the SWAT team is ever in the process of rescuing someone. Motion: CCPD Board Member proposed a motion to approve Item 3C. Second: CCPD Board Member 4. DISCUSSION 4A. UPDATE ON CRIME CONTROL AND PREVENTION DISTRICT SALES TAX Update given by Chief Financial Officer Sharen Jackson: Included in your budget, the most recent collection received is the July 2024 collection. We are slightly above what we collected during the same month in the prior year. Year to date, we are still trending approximately 1.6% less than what we collected in the exact same period last year. However, we did amend the budget upward because we were so conservative in our original estimates. I'm anticipating that by the end of this year we will hit $2.6 M in collections as it relates to the 2024 fiscal year. The next collection we will receive will be the August collection. • Question asked by CCPD Board Member: Do you see the outlook for sales tax being good? Page 4 of 7 City of Southfake Values: Integrity♦Innovation♦Accountability♦ Commitment to Excellence♦ Teamwork • Response given by Chief Financial Officer Sharen Jackson: I anticipate that sales tax will be relatively flat, I don't expect to see any huge double digits that we've seen in previous years. • Question asked by CCPD Board Member: Is this competitive with local cities around us? • Response given by Chief Financial Officer Sharen Jackson: It is competitive, and the surrounding cities are doing relatively the same as we are unless they've had a massive increase in new retail that's moved in over the last 6-8 months, then they are going to see a larger increase. But it's pretty consistent among the neighboring cities. • Question asked by CCPD Board Member: Do you see any threats (on sales tax) on the horizon? • Response given by Chief Financial Officer Sharen Jackson: I don't. The stores that are currently vacant in Town Square already have plans for what's coming. So that will be an increase in sales tax that we're not currently seeing. As those stores transition, there's a lag in collection. I don't see any huge threat that we will see any significant decreases, but I also don't see a large increase either. 4B. UPDATE ON SCHOOL RESOURCE OFFICER PROGRAM Update given by Police Chief Ashleigh Casey: No significant updates. The last update that we had in July 2024 is that we hired the final SRO which is assigned to The Clariden School. The new SRO's name is Annissa Valencia and that's going well with that school. Again, we are fully staffed within the SRO Program, so that brings the total number of officers in that division to 20 including the Captain, Sergeant and Corporal. We've had a number of school events. Recently, we had Homecoming in Town Square and that went well with a large number of our SROs in attendance providing security and traffic control. We currently have officers at all campuses, including Clariden and all CISD Campuses. To recap, we have 2 SROs at each Senior High location, plus one SRO at each of the other CISD Campuses. We have one SRO at our Keller ISD Campus which is Florence Elementary and one SRO at The Clariden School. We have 2 rovers to fill-in whenever an SRO is sick or out for training and they also provide additional security at the other campuses. Page 5 of 7 City of Southlake Values: Integrity♦Innovation♦Accountability♦Commitment to Excellence♦ Teamwork • Question asked by CCPD Board Member.- If there was an incident at Florence Elementary in Keller ISD, would the Keller Police Department respond to the incident, or would Southlake respond? • Response given by Police Chief Ashleigh Casey: If they have an incident, remember the calls filter into NETCOM Dispatch which is a regional dispatch center for Keller, Colleyville and Southlake. Southlake would get the dispatch call. Realistically, if we had a major problem at that campus, Keller and Colleyville would be there to assist, but it would be in our jurisdiction. • Question asked by CCPD Board Member: Have we done an adequate job securing the school buildings the best we can? • Response given by Police Chief Ashleigh Casey: Yes, the SRO Captain takes an active role in performing security checks around the campuses daily and addressing it with school administrators at each campus. The SROs conduct drills where they are able to test our capabilities with the systems in place at each campus, so, if there was a serious threat on campus, we can track it through various means. • Comment made by CCPD Board Member. I spoke to an SRO Officer regarding campus inspections that focus on any areas that need improvement. One of the improvements that was made at Durham is the SRO now drives around the campus area during recess to mitigate any areas where a potential threat could occur. • Response given by Police Chief Ashleigh Casey: Each SRO is tasked with the security of their specific campus because, as you well know, each campus has different configurations, and they also have different administrators with different expectations. Additionally, you have the Division Commander and SRO Supervisors who oversee the overall safety and security measures in making sure that we're performing proactive assessments while collaborating with the school districts when we see something that needs to be addressed. UPDATE ON THE EMERGENCY OPERATIONS CENTER(EOC) • Update given by Interim Fire Chief Jeremy Wilson: The EOC is coming along nicely. Our target date is still the 315t of this month. On the video wall, we have a few LED panels that went out, so they had to go back to the factory to be repaired. The request that Ken and David made has been put into place. The doors and alterations in the HAM Room are being completed. The dirt walls have all been completed. The audio video is in place at this point. There are a few odds and ends to tie up, a few delays in getting items in, but we still anticipate completion by the end of this month. We're coordinating with the Town Council and CCPD to arrange a tour. We want to make sure the facility is clean and ready beforehand, and that the equipment is at full functioning capabilities before we walk you through. We are coordinating with the CO to ensure the HAM Room equipment is moved and in place either the day of the tour or the day after the tour. We have vendors on standby to get some items in. As we move closer to the target date, we'll work on locking in the tour date as we move closer to the completion date. 5. ANNOUNCEMENTS The next CCPD meeting dates are tentatively scheduled for: Tuesday, February 11, 2025, Tuesday, May 131h, Wednesday, July 23rd or Tuesday, July 29th and October 1, 2025. An email confirmation will be sent to the CCPD Board members once these dates are finalized. 6.
