February 7, 2006 – City Council approved ZA05 -091 Rezoning from “AG” to “S-P-2” with “O-1” and “C-2” uses and Concept Plan for Stonebridge Park at Southlake Phase II (Ord. No. 480 -474). August 15, 2006 – City Council approved ZA06 -075 a Site Plan for Lots 1 & 4 of River Oaks, consisting of 4 buildings totaling approximately 15,000 square feet. August 17, 2006 – Planning and Zoning Commission approved ZA06 -077 a Final Plat of River Oaks, Lots 1-10 on consent. August 6, 2013 – City Council approved ZA13-062 a Site Plan for Lot 8 of River Oaks, consisting of 2 buildings totaling approximately 6,000 square feet. One building at 120 River Oaks was constructed in 2013/2014. February 7, 2017; City Council approved a Zoning Change and Site Plan for River Oaks, Lot 7 (Ord. No. 480-474A) amending the zoning ordinance to include the architectural renderings presented as an acceptable building type for all lots in the zoning district, including the site plan for lot 7; the trail along the creek will be constructed prior to the issuance of a Certificate of Occupancy for the Lot 7 building, and unless indicated, that all other zoning regulations associated with the existing S -P-2 zoning for the site will remain in effect. (ZA16-026) October 5, 2021; City Council approved a zoning change, concept plan and site plan (ZA21-0073, Ord. No. 480 -474B) for the Learning Center modifying the S-P-2 regulations as for Lot 2 only. All previous conditions of approval for the overall development shall remain. SOUTHLAKE COMPREHENSIVE PLAN: Consolidated Future Land Use Plan: This property is designated as Office Commercial. 6C Case No. Attachment A ZA24-0052 Page 1 Definition and Purpose: The Office Commercial category is a commercial category designed and intended for the exclusive use of office and limited office ‐related activities. It is established for and will be allocated to those districts best suited for supporting commercial activity of an office character. It has been established to encourage and permit general professional and business offices of high quality and appearance, in attractive landscaped surroundings with the types of uses and design exterior appearance so controlled as to be generally compatible with existing and future adjacent and surrounding residential development. Properties with this designation may serve as a transition between established residential neighborhoods, major roadways, and retail development. Other suitable activities are those permitted in the Public Parks/Open Space and Public/Semi‐Public categories previously discussed. Pathways Master Plan: A 5’ sidewalk is required along the east side of River Oaks Dr. per the approved concept plan. TRANSPORTATION ASSESSMENT: Area Road Network and Conditions River Oaks Drive is a 40’ Right -of-Way. UTILITIES: Water The site is served by an existing 8-inch water line on River Oaks Dr. Sewer This site is serviced by an existing 8-inch sewer line on River Oaks Dr. CITIZEN INPUT: Due to the limited scope of this request, this item has not participated in a SPIN or Corridor Planning Committee meeting. All lighting must comply with the Lighting Ordinance No. 693, as amended with regard to type of lighting, intensity, glare and spill -over. 5. Label the type of surface material for parking, driveways, fire lanes sidewalks, etc. 6. A 6’ wrought iron fence is required per the original zoning and concept plan along the west boundary. 6C Case No. Attachment C ZA24-0052 Page 1 Tree Conservation/Landscape Review TREE CONSERVATION COMMENTS: 1. There is an existing tree on the south side of Lot 5 that is not shown on any of the plans. Please submit a Tree Conservation Plan which conforms to the Tree Conservation Plan submittal requirements outlined within the Tree Preservation Ordinance 585 -E. Clearly delineate which existing trees will be preserved and which existing trees will need to be removed. Provide the existing tree cover calculations on the Tree Conservation Plan. The existing tree cover calculations consist of the total percentage of existing tree cover on the property, the total percentage of existing tree cover proposed to be removed, and the total percentage of existing tree cover proposed to be preserved. Information required for Tree Conservation Plan: i. Identification of Critical Environmental Features of the site: A. All individually protected trees B. Existing streams, drainage creeks, ponds, and other water bodies (if any) ii. Tree Survey or alternative to a tree survey iii. 2-foot contour map of the site iv. Protected trees within the tree preservation area including tree size and type v. Critical Root Zones of groups of trees vi. Critical Root Zones for individual trees required for site plans only vii. Boundaries of any tree preservation areas as identified in the ERP Map viii. Identification of areas of environmental constraints not suitable for development ix. Identification of areas of minimal environmental constraints that are suitable for development x. Areas of encroachment into Critical Environmental Features identified on the site xi. Clear delineation, for each protected tree, of whether the tree will be preserved after the proposed development is constructed, altered due to proposed improvements, or could potentially be saved based upon site specific conditions xii. Stream/Creek buffers, if any xiii. Detailed site plan of all proposed improvements. (All proposed improvements shall be required to be shown only at the site plan stage for all development. Preliminary plats shall, however, show building setbacks and general location of buildings and infrastructure.) xiv. Setbacks, building lines, and buffer yards xv. Such additional information as the Administrative Official may reasonably require given the particular characteristics of the property. * Except as provided by subsection 7.2.b. of the Tree Preservation Ordinance, a Tree Conservation Analysis or Tree Conservation Plan shall be approved if it will preserve existing tree cover in accordance with the percentage requirements established by Table 2.0. If the property has previously received a tree permit related to development, the percentage of existing tree cover at the time the first such permit was issued shall be used to calculate the minimum existing tree cover that must be preserved under this section. Alteration or removal of any of the existing trees shown to be preserved on the approved Tree Conservation Plan is a violation of the Tree Preservation Ordinance and the zoning as approved by the Southlake City Council. Please ensure that the layout of all structures, easements, utilities, structures grading, and any other structure proposed to be constructed do not conflict with existing trees intended to be preserved. LANDSCAPE COMMENTS: 1. The landscape areas at the ends of rows of parking and within the rows of parking are required to contain a minimum of one (1) canopy tree with the remaining area in shrubs, ground cover, ornamental grasses or seasonal color. Planter islands which have light poles for lighting the parking areas may substitute two (2) understory/accent trees for the required canopy tree. 2. Development Engineer Phone: (817) 748-8033 E-mail: sendy@ci.southlake.tx.us 6C Case No. Attachment C ZA24-0052 Page 1 Fire Department Review FIRE LANE COMMENTS: Fire apparatus access fire lanes need to be provided within 150 feet of all exterior portions of the perimeter of buildings on a “hose-lay” basis for non-sprinkled buildings. Fire apparatus access, needs to be an all-weather surface, asphalt or concrete, a minimum of 24 feet wide and able to support the imposed loads of fire apparatus. (Minimum of 85,000 pounds GVW) Current paving and distances indicated does not meet this requirement from River Oaks; fire lane not clearly indicated on the plan. Fire lanes require a minimum 30 foot inside turn radius and a minimum 54 foot outside turn radius. (Per 2021 I.F.C. Sec. 503.2.4). If this is designated as the fire lane, paving listed as common access easement in front of the building does not meet this requirement.
