WORK SESSION:
1. CALL TO ORDER: 6:00 P.M.
2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code,
Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session
may be held, under these exceptions, at the end of the Regular Session or at any time during
the meeting that a need arises for the Planning and Zoning Commission to seek advice from
the City Attorney as to the posted subject matter of this Planning and Zoning Commission
meeting. Section 551.071: Consultation with attorney.
No Executive Session was held.
3. Recap of the City Council’s action and discussion on Planning & Zoning recommended cases.

3. ADMINISTRATIVE COMMENTS.
Director of Planning and Development Services Dennis Killough noted that the Corridor
meeting on September 25th, 2024, will be cancelled due to the homecoming parade for Carroll
Senior High School. The Corridor meeting will be scheduled for a date to be determined in
October.
4. CHAIRMAN COMMENTS
Chairman Kubiak gave an overview of the meeting process.
5. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING
COMMISSION MEETING HELD ON AUGUST 22, 2024.

6. Consider: ZA24-0041, Specific Use Permit for a Private School for Carrus Care
Southlake, on property described as Lot 11, LBG Hall No. 686 Addition, an addition to the
City of Southlake, Tarrant County, Texas, and located at 600 W. Southlake Blvd., Suite 120,
Southlake, Texas. Current Zoning: “S-P-1” Detailed Site Plan District. SPIN Neighborhood
#6. PUBLIC HEARING
Deputy Director of Planning and Development Services Jennifer Crosby provided a formal
presentation of Item 6. Questions were asked.
Representative, Natasha King, 2340 White Oak, Little Elm, Tx., came forward. Questions

A motion was made to approve Item 6, ZA24-0041 subject to the Staff Report dated August
30th, 2024, and subject to the Specific Use Permit Review Summary No. 2 dated August
30th, 2024, and noting the recommendation that the Specific Use Permit is for a length of
term tied to the primary lease and any extensions exercised by this tenant. Would ask that
the tenant get the term of the lease prior to the City Council meeting.

at the northeast corner of E. S.H. 114 and N. White Chapel Blvd., west of Rivera Dr., and
approximately 600 ft. south of E. Kirkwood Blvd., City of Southlake, Tarrant County, Texas.

30th, 2024, and subject to the Development Plan Review Summary No.2 dated August 30th,
2024, specifically noting a recommendation for approval on items two through six.
Recommending denial on items one and seven and asking the developer to have
continued communication with the residents on Riviera Lane and exploring alternatives on
item five and changing the road from public to private.
