Item 9A - Staff ReportCITY OF SOUTHLAKE Department of Planning & Development Services STAFF REPORT September 10, 2024 CASE NO: ZA23-0072 PROJECT: Site Plan for The Overlook and WillowTree Gardens, as required under Ordinance No. 480-810, Case No. ZA23-0072 EXECUTIVE SUMMARY: Sage Group, Inc., is requesting design review and approval of the Site Plan for The Overlook and WillowTree Gardens, as required under Ordinance No. 480-810, Case No. ZA23-0072, on property described as Tracts 3C, and portions of Tracts 3D03, and 3D03A, W.W. Hall Survey Abstract 695, City of Southlake, Tarrant County, Texas and located at 240 N. Carroll Avenue, Southlake, Texas. Current Zoning: "TZD" Transitional Zoning District. SPIN Neighborhood #7. DETAILS: The purpose of this request is to consider design compliance with the conditions of approval made on May 21st, 2024. The City Council approved the second reading (6-1) for the Overlook and WillowTree Gardens subject to Staff Report dated May 14, 2024 and Development Plan Review Summary No. 4, dated April 9, 2024, noting approval of the Zoning Change and Development Plan, approving change of zoning from "AG" Agricultural District and "SF-1A" Single Family Residential District to "TZD" Transition Zoning District, approving "Development Plan D" with the following changes: - Noting that the applicant has agreed there will be no more than a total of twenty (20) residences in the residential portion, that is the total property both inside and outside of the gated area including the Cross Lane properties. - Noting the applicant has agreed that there will be resident only gate access on both the east and west entry points to the residential area. The applicant will work with staff to identify appropriate technology specifically not keypad technology to minimize the ability to circumvent access restrictions to residents only. - The five (5) lots represented west off of Cross Lane shall be at least the size represented on "Development Plan D". - There shall be a full masonry wall from north to south covering the western edge of divider between the five (5) Cross Lane lots and the gated area and Cross Lane. - Noting that a Site Plan shall be submitted for staff and City Council design review to ensure compliance with location, access points, and consistency with what was approved in this motion. Case No. ZA23-0072 Included in the plans provided for this item are the Original Plan D presented on May 215t, 2024 which is subject to the conditions of approval noted above and two plans revised by the applicant for compliance with the conditions of approval. The applicant has submitted two plans for consideration, Plan `D' — Alternative 1 and Plan `D' Alternative 2. This review and consideration are limited to comparison of the submitted site plan design with the conditions of approval made by City Council on the Zoning Change and Development Plan `D'. Both plans appear to conform with the conditions of approval. Alternative 1 most closely aligns with the lot configuration of the original Plan D. Alternative 2 reduces the number of "Villa" lots from 15 to 14 lots and increases the number larger lots adjacent to Cross Lane from 5 to 6. The minimum lot size of these lots is increased from 15,378 SF to 16,221 SF. This plan also provides open space detention/retention ponds adjacent Foxborough neighborhood and moves the cul-de-sac and WillowTree entry gate adjacent to the open space lots. The applicant is requesting approval of Alternative 2. HISTORY: The "AG" zoning was placed on the entirety of the property upon the adoption of the first zoning ordinance. For the portion of the property zoned "SF-1 A", the property was zoned "A- 3", an obsolete single family zoning category, on June 5, 1979. It was rezoned to "SF-1" on August 19, 1986. "SF-1 A" zoning was placed on the property with the adoption of Zoning Ordinance No. 480 in 1989. Three homes exist among the three tracts and the properties are unplatted. PLANNING & ZONING COMMISSION ACTION: On February 22, 2024, the item was tabled until the March 21, 2024 meeting at the request of the applicant. March 21, 2024; DENIED (5-0) CITY COUNCIL ACTION: 1st Reading, April 2, 2024; APPROVED (5-1) (Williamson), subject to Staff Report dated March, 26, 2024, and Development Plan Review Summary No. 3, dated March 15, 2024, subject to the following: • Approving what has been described and presented as the "hybrid" option, which has three, depicted as yellow, approximately half -acre lots and 19 other of the smaller lots. • Directing the applicant to present a revised plan based on the hybrid model that includes a masonry fence on the south property boundary. • Directing the applicant to present an option with connection through Cross Lane. • Directing the applicant for reconfiguring the yellow, half -acre lots, Lots 1, 2 & 3, possibly moving Lot 3 to the northside of the property April 16, 2024: TABLED (6-0), to the May 7, 2024 meeting.
