SH 114. 9. Adjournment MEETING OVERVIEW: On June 5, 2024 the Southlake Corridor Planning Committee held their forty-eighth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City's website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. CITY OF SOUTHLAKE 0 ITEM #8 DISCUSSION — Review, discuss and make recommendations regarding Carillon Phase 2, generally located at the northeast corner of N. White Chapel Blvd. and E. SH 114. Staff presentation: Reagan Rothenberger • REVISION #1 Change dedication of portion of public park space to Open Space • REVISION #2 "Allow the developer flexibility to develop retail restaurant, office, or private club if Public Library is not built within the development, leaving option for library or performing arts use." • REVISION #3 "Developer to combine two buildings into one building, allowing for potential underground parking." Will bring with future site plan. • REVISION #4 "Optional detention/retention pond with fountain if needed for storm drainage. If built, developer will assume cost of maintenance of the pond and fountain." Built as aesthetic amenity and with support and input from community. • REVISION #5 "Change dedication of public road to private drive for future valet, and drop-off with speed ramp into the garage." • REVISION #6 "Requesting second entrance pending on Hwy 114 frontage road upon TXDOT approval." • REVISION #7 "Change unit size from 2,300 SF minimum to 2,300 SF average with a minimum of 2,000 SF. The number of units will remain at 50 maximum." Questions for staff by the Committee: N/A Applicant presentation: John Terrell Questions for applicant by the Committee: Kathy Talley: Big picture — 7 items as well last year. One of the difficulties I felt we had last time was 2 or 3 of those pieces had concerns/issues/questions and we couldn't get around those to approve the whole thing. When you decide to bring it forward, have you considered parsing out the pieces independently or in smaller chunks? Applicant: From last year's proposal, we were asking for 5 early lot releases. This year's proposal is for the dedication of park space to open space. From follow-up feedback, the main issue stemmed from the 5-lot early release for the St. Jude custom built homes. This issue is off the table now. The other items seem to be open for most of City Council. Kathy Talley: First 2 revisions are the most complicated and challenging for me — these will bring up the most discussion. The other pieces seem to make sense. My understanding was that we were not going to be responsible for the maintenance of the fountain no matter what. Applicant: Correct, currently the city has maintenance of the park and developer has maintenance of the fountain. But with this change, the city would not have to maintain the park. Kathy Talley: Based on what I've heard, open space vs park space — open space is a reduction around an acre or two; park space stays from 8 to 9. Council has not come to a decision on the Library, we're trying to get there. As we go through this, what will that deadline look like. With some of these, it's quite possible these would not be issues. Frances Scharli: I also have concerns with revisions 1 and 2 — this might not be the right forum for this tonight. By changing from public parks to open space, it gives flexibility to give some back. I like the permanency of a public park. Magdalena Battles: Open space vs. park space — the precedent has been set in Southlake where a developer comes in and will dedicate/donate certain amount of acreage for park space and it's owned by the city. However, in my neighborhood the HOA has to maintain the ponds, fountains, and all the mowing even though the city owns it. My fear is the developer coming back and saying we could get more stores and take more of the park space. Applicant: The city is already committed to 100% of the park maintenance and 50% of building the park. We want to release the city from this to allow some of the flexibility going forward. Kathy Talley: Right now, it's dedication of 8 to 9 acres to the city as park space. Which is why revisions 1 and 2 are so important. Applicant: Significant to the developer — goes into programming of the park to control those activities and placement of the kiosks. We think we can get the city comfortable with the amount of park land to open space that will not change. Daniel Kubiak: Roughly these revisions came to this group about 6-12 months ago, went to Council and got turned down. Daniel Kubiak: When this originally came through a long time ago, it was the only time I've seen a room full of people supporting something. As you bring this forward again, should we expect the same turnout? Applicant: We will have everyone out here. Kathy Talley: Revisions 1, 2 and 4 — challenging. Revisions 3, 5, 6 and 7 — might not be as difficult. Thoughts about breaking these up into those categories? Applicant: We can't do that — the timing is crucial for these.
