Ordinance No. 733-E, 2nd Reading, approve a speed limit
ordinance, amending Chapter 18, Section 18-80 of the
Southlake City Code to revise the school crossing zone area
for Carroll Senior High School and Florence Elementary
School.
The purpose of this item is to seek City Council
consideration of an ordinance second reading adjusting the
school zone boundaries at Carroll Senior High School and
Florence Elementary School. The proposed changes to the
designated school zones are as follows:

As part of the traffic study completed by Kimley-Horn in June
2024, Carroll Senior High School's southern school flasher
was recommended to be moved 750 ft to the southern end
of the Kingsley Ct/S Peytonville Ave crosswalk. This

adjustment improves safety for pedestrians by lowering
vehicular speeds in the area. The work is scheduled to begin
and be completed this fall.
In 2021, due to the adjustment of the Florence Elementary
Campus buildings, the southern school flasher on Harrell
Drive was moved 500 ft further south to give an additional
buffer zone to crossing students from Florence Elementary.
City Council approved Ordinance No. 733 on 2nd Reading
on February 8, 1999. The adjusted school zone boundaries
are the only change proposed as part of this ordinance
revision.
Financial
Considerations: Funding for this relocation is planned in the Capital
Improvements Program through the Traffic Calming Project.
The approximate cost of moving the Carroll Senior High
School flasher is $6,000.

focus area of Safety & Security and Performance
Management & Service Delivery. The specific corporate
objective that is met by this amendment is 131 "Achieving
strong outcomes through continual evaluation and pursuit of
better practices that improve core business operations."
