B. G. Hall No. 686 Addition, and located at 600 W. Southlake Blvd., Suite 120. Current Zoning: "S-P-1" Detailed Site Plan District. SPIN District #6 DETAILS: The purpose of this request is to seek approval of a Specific Use Permit to allow Carrus Care Southlake, a Behavioral Health Private Day School, to operate at 600 W. Southlake Blvd. Suite 120. The school will serve as a continuation of care for children enrolled in Carrus' outpatient day program. The facility will consist of 3 classrooms with a maximum of 12 students per classroom (36 students total), with a therapist and aide in each classroom. In September of 2004 a Zoning Change and Site Plan (ZA04-043) was approved by the City Council. (Ord. No. 480-445) A Plat Showing (ZA04-083) was filed with Tarrant County on April 25, 2005.(D205114971) In June of 2007 a Zoning Change and Site Plan (ZA07-030) was approved by the City Council. (Ord. No. 480-445A) PLANNING AND ZONING COMMISSION: September 5, 2024: (APPROVED 7-0) subject to Staff Report dated August 30, 2024, and subject to Specific Use Permit Review No. 2 dated August 30, 2024, and noting the recommendation that the Specific Use Permit be approved for a term tied to the primary lease and any extensions exercised by this tenant. STAFF COMMENTS: Per Zoning Ordinance No. 480, Section 45.5 "FACTORS TO BE CONSIDERED" - In granting or denying an application for a specific use permit, the City Council shall take into consideration the following factors: a. Safety of the motoring public and of pedestrians using the facility and the area immediately surrounding the site. b. Safety from fire hazard, and measures for fire control. C. Protection of adjacent property from flood or water damage. d. Location, lighting and type of signs; and relation of signs to traffic control and adverse effect on adjacent properties. f. Street size and adequacy of pavement width for traffic and reasonably expected to be generated by the proposed use around the site and in the immediate neighborhood. g. Adequacy of parking, as determined by requirements of this chapter for off-street parking facilities for similar uses; location of ingress and egress points for parking and off-street loading spaces; and protection of the public health by all weather surfacing on all parking areas to control dust. h. Such other measures as will secure and protect the public health, safety, morals and general welfare. City Council may grant variances to specific regulations associated with a specific use set forth in Sections 45. To receive a variance, the applicant must demonstrate one of the following (As amended by Ordinance No. 480-MMMM): (a) A variance will reduce the impact of the project on surrounding residential properties; or (b) Compliance with this ordinance would impair the architectural design or creativity of the project; or (c) A variance is necessary to assure compatibility with surrounding developed properties; or (d) The proposed construction is an addition to an existing project that does not meet the requirements of this ordinance. The applicant should be aware that a formal submittal for the next scheduled Planning and Zoning Commission meeting must be received at the City by 5:00 p.m. on 811912024. A pdf of each plan must be submitted. If not received before the deadline, the item will be moved to a later P&Z agenda. If any significant changes, other than those noted above are made to the submittal, the plan could be withheld from processing until a later meeting or remanded back to the Development Review Committee for review. No review of proposed signs is intended with this site plan. A separate building permit is required prior to construction of any signs. All mechanical equipment must be screened of view from right-of-ways and residential properties in accordance with the Zoning Ordinance No. 480, as amended. B. G. HALL NO. 686 ADDITION, CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS, LOCATED AT 600 W SOUTHLAKE BLVD., SUITE 120, SOUTHLAKE, TEXAS, MORE FULLY AND COMPLETELY DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE APPROVED PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN EFFECTIVE DATE.
