Subject: Approve an Engineering Services Agreement with Bartlett &
West to provide engineering design, inspection, and
construction phase services for Repainting of the Florence
Elevated Storage Tank in an amount not to exceed $350,000.
Action

services for Repainting of the Florence Elevated Storage Tank in an
amount not to exceed $350,000.
Background
Information: In alignment with Objective 10.6 of the City's Sustainability Master
Plan, proactive replacement of protective coating systems of the
City's Elevated Storage Tanks (ESTs) protects the existing structural
steel structure from unnecessary corrosion and degradation,
prolonging the usable service life of a water tank. The Florence EST
was originally constructed in 2005 and provides water supply and
pressure to the high-pressure plane located on the western side of
the City between FM 1709 and SH 114. The City inspects all its water
storage tanks on an annual basis to ensure the protective coatings
have not been compromised. Recent inspections have indicated the
paint on the Florence EST is starting to wear and requires repainting.
The expected outcome of this project is to fully rehabilitate the
Florence EST. To support that goal, the agreement with Bartlett &
West will provide full engineering design, inspection, and
construction services to repaint the Florence EST. The agreement
includes pre -design inspection of the tank to verify all components of
the tank meet or exceed current regulations, design phase services
to specify proper paint coatings, linings and structural steel
replacement details, yard piping and valve replacement details if
necessary, franchise coordination with the various cell providers to
eliminate impacts to service during construction, resident
construction inspection services to inspect cleaning, painting and
structural steel replacement meets industry standards, coordination
with the Federal Aviation Administration (FAA) including any FAA

permitting that may be required, and construction administration
services.
The agreement for these services is not to exceed $350,000 and
includes $48,612 in contingency for any additional engineering
services needed. This project is aligned with the Sustainability
Master Plan as Objective 10.6. Inspection, design, and franchise
coordination is expected to be complete by summer of 2025 with
construction expected to begin in late 2025 to minimize impacts to
the water supply.
Financial
Considerations: This ESA is not to exceed $350,000. Funding for this agreement is
budgeted in the approved FY 2024 Utility Fund. This award is within
the project budget. These services include inspection and cleaning,
rehabilitation design, engineering services, construction phase
services, resident project inspection, and franchise utility
coordination.

Review: The proposed agreement is a standard agreement that the City
