Item 6B - Traffic Threshold ReviewFrom: Chris Edwards Sent: Monday, July 8, 2024 6:25 PM To: Sandra Endy Cc: Jonathan Bengfort Subject: RE: [EXTERNAL EMAIL] RE: Another Traffic Threshold review Good evening Sandy, I wanted to let you know that I have further reviewed the TIA Threshold Worksheet and the Continental Blvd. Traffic Assessment memo submitted with the current development plan for the Brumlow East development, as well as the traffic study for the original Industrial Subarea development that included this property, dated November 2021. Based on the additional review, and after studying the corridor's constraints in more detail, I would like to revisit my comments from my previous email. I estimated the volumes of vehicles turning left into the development from westbound Continental Blvd. and found that there will likely be 13 and 11 left -turning vehicles in the AM and PM peak hours, respectively. Based on those numbers and traffic volumes estimated for Continental Blvd. for the 2030 horizon year in the Industrial Subarea traffic study, I performed left -turn lone analyses using NCHRP Report 457 methodologies. Only the AM peak hour analysis resulted in a recommendation for including a dedicated left -turn lane. However, constructing a dedicated left - turn lane at this location would be impractical due to existing topographical and utility constraints (municipal and franchise), including pedestrian and roadway culverts crossing the corridor and overhead electric lines on both sides of the road. It would also be impractical due to the negligible effect it would have on improving congestion, as this will be only one of several access points along this segment of Continental Blvd. with left -turning vehicles that affect the roadway. The City's current Master Thoroughfare Plan designates this segment of Continental Blvd. as a two-lane collector with an 84' right-of-way. Securing the necessary right-of-way dedications as properties are platted or redeveloped along the corridor would provide enough width for a potential future two-way center turn -lone, as mentioned in the Continental Blvd. Traffic Assessment. While this wouldn't improve delays for the left -turning vehicles themselves, it would allow them to vacate the through lanes sooner and improve congestion along the corridor.
