Background Information: The purpose of this item is to approve an ordinance adjusting the school zone boundaries at Carroll Senior High School and Florence Elementary School. The proposed changes to the designated school zones are as follows: School Crossing Zone Street Speed Limit Carroll Senior High School From the 100 block of S. Peytonville Ave through the 600 block of S. Peytonville Ave 20 Florence Elementary School From the 2900 block of Johnson Rd through the 3250 block of Johnson Rd From the 100 block of Harrell Dr to the intersection with Johnson Rd 20 As part of the traffic study completed by Kimley-Horn in June 2024, Carroll Senior High School’s southern school flasher was recommended to be moved 750 ft to the southern end of the Kingsley Ct/S Peytonville Ave crosswalk. This adjustment improves safety for pedestrians by lowering Item 4E Page 2 of 2 vehicular speeds in the area. The work is scheduled to begin and be completed this fall. In 2021, due to the adjustment of the Florence Elementary Campus buildings, the southern school flasher on Harrell Drive was moved 500 ft further south to give an additional buffer zone to crossing students from Florence Elementary. City Council approved Ordinance No. 733 on 2nd Reading on February 8, 1999. The adjusted school zones are the only change proposed as part of this ordinance revision. Financial Considerations: Funding for this relocation is planned in the Capital Improvements Program through the Traffic Calming Project. The approximate cost of moving the Carroll Senior High School flasher is $6,000.
