amending the Parks and Recreation
Board bylaws.
Background
City Council
On December 19, 2023, the City Council adopted Ordinance No. 1228B to
standardize procedures and appointments and codify provisions in the Code
of Ordinances pertaining to all boards, commissions, and committees.
Ordinance Section 2-158 Meetings and bylaws require “any bylaw
amendments shall be effective only after being approved by resolution of the
City Council.
Parks and Recreation Board
On August 12, 2024, the Parks and Recreation Board approved the bylaw
amendments to comply with Ordinance No. 1228B.
Key General Provisions applicable to all
Boards,Commissions,and Committees
(Sec.2-152 through Sec.2-155)
Ordinance No. 1228B - General Provisions
address:
•Appointing members and officers on a defined
schedule and term limit;
•Operating and functioning in a manner in accordance
with State law, ordinances and bylaws;
•Clarifying alternate members’roles and
responsibilities;
•Service permissible on more than one board or task
force;
•Ensuring that members receive all proper training
before participating in a meeting;
•Regular reporting of absences for board members;
•Board members may be removed by the City Council.
Parks and Recreation Board specific amendments:
•Currently, the bylaws state:
•“Review the Annual Operating and Capital Improvement Program Budget of the
Community Services Department prior to submission to the City Council and
submit a recommendation on the budget.”
•The amendment states “Review the Capital Improvements Program Budget of
the Department of Community Services prior to submission to the City Council
and submit a recommendation on the budget.”
•“The Board shall meet the second Monday of each month in the Town Hall
building or designated meeting area.”
•The amendment states “The Board shall meet the second Monday of each
month at The Marq or a designated meeting area.”
•No other changes other than the general changes to all boards and commissions
established by Ordinance No. 1228B.
