Mr. Clayton Reed provided the invocation. Mayor McCaskill led the pledges of allegiance
to the United States and Texas Flags.
3. HONORS & RECOGNITION: PROCLAMATION FOR SOUTHLAKE YOUNG
MEN'S SERVICE LEAGUE 15-YEAR ANNIVERSARY
Vice President of Communications of the Southlake Young Men’s Service League,
Suzanne Johnston, accepted the proclamation for the on behalf of the League’s 15th
anniversary. The City Council took a group photo.

The President of Southlake Sister Cities, John Terrell, presented the Young Artists and
Authors Showcase student winners, and honored the Youth Board members receiving
the President’s Volunteer Service Award.
Public Works Deputy Director Lauren LaNeave provided an overview about the recent
trip to Tome, Japan with Southlake Sister Cities. The City Council took a group photo.
5. FY 2025 PROPOSED BUDGET – OVERVIEW
City Manager Alison Ortowski, Chief Financial Officer Sharen Jackson, and Assistant City
Manager/Senior Human Resources Director Stacey Black presented the FY 2025
Proposed Budget Overview. The Mayor expressed his appreciation to staff for their hard
work on this difficult budget.

consultation with city attorney. City Council adjourned for Executive Session at 6:13pm.
Executive Session began at 6:25pm and concluded at 7:00pm.

City Manager Alison Ortowski spoke about Chief Starr’s retirement and invited the City

- Variance to Section 39.6 of the Zoning Ordinance No. 480, as presented for an 8’
masonry or solid fence along the boundary lines abutting the residential lot or
dwelling, providing the applicant flexibility to move forward with the variance or to
elect to landscape the same border in lieu of fencing. Adding that the landscape

August 13, 2024, and noting the following:
- Approving, as presented, sign band area for three upper-story sign locations to
allow existing and future tenants flexibility of up to 30” letter and logo heights.
