EXECUTIVE
SUMMARY: Darren Andrews P.E. with The John R. McAdams Company Inc., on behalf of
Restoration Church, is requesting approval of a Site Plan, on property described as
Lot 4, F. Throop No. 1511 Addition, City of Southlake, Tarrant County, Texas, and
located at 1280 E Highland St. Current Zoning: "CS" Community Service District.
SPIN Neighborhood #3.
DETAILS: The applicant is proposing a 2 story 12,516 sq. ft addition to be utilized as classroom
and meeting space and the expansion of the existing parking area from 48 spaces to
147 spaces.

HISTORY: The property was annexed into the City with Ord. 84 in 1957.
The property was zoned "CS" Community Service district with the adoption of
the Official Zoning M of the City of Southlake under the Zoning Ordinance No.
480 on September 19, 1989.
A Plat Showing for Carroll Road Baptist Church was approved in May of 1993.
SOUTHLAKE
COMPREHENSIVE PLAN: Consolidated Future Land Use Plan
The future land use designation for the site is "Public/Semi-Public".
The Public/Semi-Public areas are suitable for a wide range of public, civic,
and religious uses, such as government offices and facilities, public and
private schools, churches and related facilities (including parsonage and
parochial schools), cemeteries, and Public Parks/Open Space uses in
conjunction with these developments.

The property is located along E. Highland St.
This section of E. Highland St. is designated as a 4-lane divided arterial with a
88' ROW.
Pathways Master Plan & Sidewalk Plan
The pathways plan shows an existing < 8' sidewalk along this portion of E.
Highland St. There is an existing 6' sidewalk through the frontage of this site.
UTILITIES: There is an existing 12" water line located along E. Highland St.
There is an existing 8" sewer line located along E. Highland.

The drainage easement will be required to be abandoned and re -dedicated through an
appropriate process prior to issuance of a building permit.
2. Correctly reflect all minimum yard/building lines. The minimum yard/building line along the
boundaries adjacent to single family zoned (adjacent Highland Estates) per the Zoning Ordinance
No. 480, as amended, Residential Adjacency Overlay, Section 43.13.a (8), is 40' unless the
subject building is greater than 1 story or 20 feet in height, then the building must bet setback
such that no portion of the building encroaches above a 4:1 slope from the residential property
boundary. All other side yard(s) are a minimum of 15', front yard is 30' and the rear yard is 10'.
The east boundary still shows a 15' side yard, where the minimum is 40' or a 4:1 slope from
boundary.
3. Provide the existing, new and total floor area of the building(s). The response indicates this is
provided, however, only building coverage is shown, no floor area is provided in the data
summary.
4. All buildings must be designed such that no mechanical equipment (HVAC, etc.) or satellite
dishes shall be visible. This shall include equipment on the roof, on the ground or otherwise
attached to the building or located on the site. Please verify screening compliance.
5. Show the location, type, and height of all walls, fences, and screening devices for the
development. Note whether existing or proposed. Per Section 39.6 of the Zoning Ord. No. 480,
amended, where a non-residential use abuts a residentially zoned lot or tract or lot having an
occupied residential dwelling, a minimum 8' solid fence meeting requirements of Section 39.2(b)
must be provided along the side and rear boundary lines abutting the residential lot or dwelling
unless a variance is approved by the City Council. (Variance Requested)

6. Show any intended lighting. All lighting must comply with Lighting Ordinance No. 693, as
amended regarding type of lighting, intensity, glare and spill -over.
7. All driveways must conform with Driveway Ordinance No. 634. The following needs to be
addressed:
a. The existing west driveway requires a minimum stacking depth of 75 feet measured from
ROW per Section 5.2.d. This driveway as it currently exists has no stacking depth from
the ROW. The proposed driveway increases stacking depth to approximately 50'.

b. The re -striping plan at the transition area between E. Highland St. and E. Kirkwood Blvd.
is subject to final design approval by the City Engineer prior to installation of the east
driveway.

The following comments are based on the review of plans received on March 11, 2024. Comments
designated with a number may be incorporated into the formal review to be considered by either the
Planning and Zoning Commission or City Council. Other items will not be addressed by either the P&Z
or City Council. It is the applicant's responsibility to contact the department representative shown above
and make modifications as required by the comment.
TREE CONSERVATION COMMENTS:
* The proposed tree conservation complies with the Existing Tree Cover Preservation Requirements of
the Tree Preservation Ordinance. There is 25% of existing tree cover on the site and a minimum of 60%
is required to be preserved. A maximum of 18% is proposed to be removed, and a minimum of 82% is
proposed to be preserved.
* Except as provided by subsection 7.2.b. of the Tree Preservation Ordinance, a Tree Conservation
Analysis or Tree Conservation Plan shall be approved if it will preserve existing tree cover in accordance
with the percentage requirements established by Table 2.0. If the property has previously received a tree
permit related to development, the percentage of existing tree cover at the time the first such permit was
issued shall be used to calculate the minimum existing tree cover that must be preserved under this
section.

of -way as approved by City Council.
* Please be aware that all existing trees shown to be preserved on the City Council approved Tree
Conservation Plan must be preserved and protected during all phases and construction of the
development. Alteration or removal of any of the existing trees shown to be preserved on the approved
Tree Conservation Plan is a violation of the Tree Preservation Ordinance and the zoning as approved by
the Southlake City Council. Please ensure that the layout of all structures, easements, utilities, structures
grading, and any other structure proposed to be constructed do not conflict with existing trees intended to
be preserved.

GENERAL COMMENTS:
* Retaining walls greater than 4' in height, measured from the bottom of footing to the top of pipe, will
require a separate building permit.
*Since there are no proposed public improvements, a separate public works permit is not required. The
civil construction plans shall be submitted with the building permit.
GRADING AND DRAINAGE:
Provide a Drainage Area Plan sheet for both Existing and Proposed conditions and ensure that the
associated flow calculations are also provided.
* Per the Storm Drainage Policy, detention ponds shall be designed to contain the 100-year storm plus
one foot of free board.
*The drainage easement will be required to be abandoned and re -dedicated through separate instrument
or by an appropriate replat.

Fire Department Review
GENERAL COMMENTS:
The Fire Department Connection for the sprinkler system must be within 100 feet of a fire hydrant, and
within 50 feet of fire department fire lanes on the property. (FDC location not indicated on the plans) Add
FDC location, wall mount or remote connection to meet the distance requirements or add a fire hydrant.
FIRE LANE COMMENTS:
Fire lanes require a minimum 30 foot inside turn radius and a minimum 54 foot outside turn radius. (Turn
radii not indicated on plans)
Fire apparatus access needs to be an all-weather surface, asphalt or concrete, 24 feet wide and able to
support the imposed loads of fire apparatus. (Minimum of 85,000 pounds GVW) Concrete fire lanes shall
be a minim 5" thick, 3,600 psi 5.5 sack concrete reinforced with #4 rebar @ 18" O.C. (plans indicate #3
rebar)
FIRE HYDRANT COMMENTS:
Fire hydrants are required at a maximum spacing of 300 feet for commercial locations that have both un-
sprinklered and sprinklered buildings. (Plans indicate only one fire hydrant, which does not meet the
distance requirements)

General Informational Comments
No review of proposed signs is intended with this site plan. A separate building permit is required
prior to construction of any signs.
All mechanical equipment must be screened of view from right-of-ways and residential properties
in accordance with the Zoning Ordinance No. 480, as amended.
All lighting must comply with the Lighting Ordinance No. 693, as amended.
All development must comply with the Drainage Ordinance No. 605 and the Erosion and
Sediment Control Ordinance No. 946, as amended.
It appears that this property lies within the 65 LDN D/FW Regional Airport Overlay Zone and will
require construction standards that meet requirements of the Airport Compatible Land Use
Zoning Ordinance No. 479 and execution of an avigation easement and release.
Development must comply with all requirements in Zoning Ordinance No. 480, Section 43,
Overlay Zones.
