and Associates, Inc. to provide engineering design, right-of-
way, and construction phase services for the Mustang Court

Background
Information:
Identified as a component of the City's Mobility Master Plan adopted
in December 2023, this project aims to enhance accessibility by
extending Southwestern Street from the Mustang Court Industrial
Area to Brumlow Avenue. The proposed improvements involve
constructing a two-lane undivided collector (C2U) road by
approximately 1,600 linear feet, adding a sidewalk, implementing
drainage enhancements such as culvert crossings over a floodplain,
water line adjustments, storm sewer extension, and providing
emergency access to the future Public Works Municipal Service
Center/Public Safety Training Tower. Sidewalk improvements will
extend along the north side of the proposed roadway improvements
within the project limits. The classification of the roadway (C2U) is
different from the standard two-lane undivided collector due to
adjacent residential and commercial right-of-way constraints.
Southwestern Avenue is a two-lane, undivided roadway that
provides access to industrial developments located on Mustang
Court. The endpoint of Southwestern Street is the driveway for the
NuStar Energy Oil Refinery, with access only available from SH 26.
The planned connection will facilitate access to the future widening
of Brumlow Avenue by extending it to the west from Mustang Court
to align with the driveway entrance to 1900 Brumlow Avenue.
Brumlow Avenue, also a two-lane undivided roadway, is set to be
widened as part of the City's Mobility Master Plan project MT14. The

recommended improvements for the Southwestern Street Extension
are the result of a review of the Mustang Court, Southwestern Street,
and Brumlow Avenue area to consider traffic solutions to improve
efficiency and safety for existing and future land uses. Following the
completion of construction, infrastructure maintenance will involve
tasks such as repairing roadways, clearing debris from streets and
drainage structures, fixing street signs and roadway markings, and
preparing for potential disasters.
The agreement amount for these services is not to exceed $700,000
and includes $67,500 in contingency for any additional engineering
services. The not -to -exceed amount also covers reimbursable and
hourly tasks such as subsurface utility engineering, stakeholder
coordination, environmental services, geotechnical services, and
potential coordination related to revisions of FEMA maps. The design
and right-of-way acquisition is expected to be completed by Q2/FY
2026.
Financial
Considerations: Funding for the agreement is budgeted as part of the General Fund
of the approved FY 2022 - 2024 Capital Improvement Program. This
award is within the project budget. On October 18, 2022, an ESA for
preliminary design services totaling $27,500 was executed. These
services included conceptual alignment layout and coordination. The
rough order of magnitude determined during conceptual design is
$4.2 million, including contingency and cost escalation markup.

Review: The proposed agreement is a standard agreement that the City
Attorney has reviewed and approved.
