Subject: Approve Amendment No. 1 for the Interlocal Agreement (ILA)
with Tarrant County to receive financial support and
reimbursement of up to $2,225,000 for the West Continental
Boulevard projects at Davis Boulevard and South Peytonville
Avenue.
Action

Tarrant County to receive financial support and reimbursement of
up to $2,225,000 for the West Continental Boulevard projects at
Davis Boulevard and South Peytonville Avenue.
Background
Information: The purpose of this item is to approve Amendment No. 1 for the
Interlocal Agreement (ILA) with Tarrant County to receive financial
support and reimbursement of up to $2,225,000 for the cooperative
funding of improvements at the two intersection locations along
West Continental Boulevard at Davis Boulevard (FM 1938) and
South Peytonville Avenue. The proposed improvements are
intended to improve mobility efficiency by alleviating traffic backups
at West Continental Boulevard intersections during peak hours. The
improvements on FM 1938 at West Continental Blvd include adding
a right turn lane, signalization, pedestrian enhancements, and an
upgrade of Critical Drainage Structure #18 at Union Church Road.
Improvements to the South Peytonville Avenue intersection include
the construction of a roundabout at the intersection, utility and
pedestrian relocations, and an upgrade to Critical Drainage
Structure #19 west of the intersection.
This Amendment No. 1 of the ILA is required as the original
Amendment No. 1, approved by City Council and partially executed
on December 5, 2023, was never processed as it came when the
new Tarrant County Administrator changed the format of the
agreement. The revised amendment removes the requirement for
yearly renewals or amendments. Tarrant County will contact cities
annually to establish reimbursement amounts needed for the

following year's certification. These amounts will be certified in a
single action by the Commissioners Court and serve as the basis
for reimbursements for that fiscal year. The County allocated funds
as part of their 2021 Tarrant County Transportation Bond Program
for a cost -share arrangement with the City, and the City Council
approved the original ILA on December 6, 2022. The resources
provided by the County result in cost savings for the City. Funding
is budgeted as part of the approved Capital Improvement Program.
The majority of the construction for the section of West Continental
Boulevard at South Peytonville will commence after the substantial
completion of the FM 1938 and W. Continental Boulevard
intersection. The construction start date is yet to be determined.
These projects were identified in the Southlake 2035 Mobility
Master Plan with the FM 1938 at West Continental Boulevard
project referenced as MT25 and the Continental Boulevard at South
Peytonville Avenue project referenced as MT3. The proposed
sidewalks identified in the 2035 Mobility Master Plan (ID #7 and ID
#76a) will be built in conjunction with the FM 1938 at West
Continental Boulevard project. These sidewalks will cover the north
side of Union Church from the current sidewalk near Sienna
Addition to Davis Boulevard and the north side of Continental
Boulevard from Davis Boulevard to the existing sidewalk near the
Woodbury Subdivision, respectively.
Financial
Considerations: The County allocated funds as part of their 2021 Tarrant County
Transportation Bond Program for a cost -share arrangement with
the City. The terms of the ILA, the County will reimburse the City for
up to $2,225,000 or 50% of the construction cost, whichever is less.
The opinion of probable construction cost (OPCC) for the
intersections of FM 1938 at West Continental Boulevard and West
Continental Boulevard at South Peytonville Avenue are currently
$3,750,000 and $3,340,000, respectively. These estimates were
provided by the consultant in the latest report dated June 2024. The
resources provided by the County result in cost savings for the City
of Southlake.
Funding for the project is budgeted as part of the General Fund of
the approved FY 2020 - 2023 Capital Improvement Program, as
well as Tarrant County funds via the ILA.

Board Review: Upon approval by Southlake City Council, Amendment No. 1 of the
ILA will be placed on the Tarrant County Commissioner's Court
Agenda for approval.
Legal
Review: This agreement has been reviewed by the City Attorney.
Alternatives: The City Council may approve or deny Amendment No. 1 of ILA
with Tarrant County.
