WORK SESSION: CALL TO ORDER. Work Session was called to order by Mayor Shawn McCaskill at 5:32pm. 2. INVOCATION: CLAYTON REED Mr. Clayton Reed provided the invocation. Mayor McCaskill led the pledges of allegiance to the United States and Texas Flags. 3. HONORS & RECOGNITION: RECOGNIZE DAVID CARPENTER'S SERVICE ON BUILDING BOARD OF APPEALS Chief Building Official Mike White recognized the 30 years of service from David Carpenter on the Building Board of Appeals with a service plaque. 4. BUSINESS SPOTLIGHT: ACTIVATE SOUTHLAKE, 2717 E. SOUTHLAKE BLVD., SUITE 180 REGULAR CITY COUNCIL MEETING MINUTES, AUGUST 6, 2024 Page I of 6 Director of Economic Development and Tourism Daniel Cortez introduced a video showcasing Activate Southlake, a local Southlake business. 5. TRASH AND RECYCLING CONTRACT UPDATE Deputy Director of Public Works Administration Lauren LaNeave and CWD representatives Jason Roemer, Vice President of CWD, and Greg Roemer, President of CWD, provided an update regarding the trash and recycling contract transition, key metrics, and customer insights. 6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Deputy Mayor Pro Tern Kathy Talley reviewed the items on the consent agenda. REGULAR SESSION: Immediately followinq the work session CALL TO ORDER Regular Session was called to order by Mayor McCaskill at 6:18pm. 2A. EXECUTIVE SESSION Mayor McCaskill announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071 consultation with city attorney. City Council adjourned for Executive Session at 6:18pm. Executive Session began at 6:30pm and concluded at 7:32pm. 2B. RECONVENE Mayor McCaskill reconvened the meeting at 7:36pm. 3. REPORTS: 3A. MAYOR'S REPORT Mayor McCaskill stated there was going to be a watch party early Thursday morning for Southlake's Sam Watson's Olympic climbing event at The Marq. He also stated that the Veterans Memorial Focus Group has met and provided valuable input with more meetings to come. 3B. CITY MANAGER'S REPORT 3131. LIBRARY SUMMER PROGRAM HIGHLIGHTS REGULAR CITY COUNCIL MEETING MINUTES, AUGUST 6, 2024 Page 2 of 6 City Manager Alison Ortowski introduced Deputy Director of Library Services Cynthia Pfeldderer and Youth Services Librarian Stacy Wells to highlight the Library Summer Program. CONSENT AGENDA: All items listed below are considered to be routine by the City Council and will be enacted with one motion. There will be no separate discussion of items unless a Councilmember or citizen so requests, in which event the item will be removed from the general order of business and considered in its normal sequence. 4. CONSENT: 4A. APPROVE MINUTES FROM THE JUNE 18, 2024, REGULAR CITY COUNCIL MEETING AND SUMMER WORKSHOP. 4B. RESOLUTION NO. 24-022, AMENDING THE SOUTHLAKE PARKS DEVELOPMENT CORPORATION BYLAWS. 4C. RESOLUTION NO. 24-024, AMENDING THE ALLIANCE FOR COMMUNITY ENGAGEMENT BYLAWS. 4D. APPROVE A CONTRACT RENEWAL WITH CIGNA FOR EMPLOYEE HEALTH, DENTAL, AND VISION INSURANCE BENEFITS FOR THE PLAN YEAR OCTOBER 1, 2024, THROUGH SEPTEMBER 30, 2025. 4E. APPROVE A CONTRACT RENEWAL WITH STANDARD INSURANCE COMPANY TO PROVIDE AN EMPLOYEE ASSISTANCE PROGRAM AND EMPLOYEE LONG-TERM DISABILITY, LIFE, AND ACCIDENTAL DEATH AND DISMEMBERMENT INSURANCE FOR THE PLAN YEAR OCTOBER 1, 2024, TO SEPTEMBER 30, 2025. 4F. APPROVE A CONTRACT WITH GRAIL, INC. FOR CANCER SCREENINGS FOR THE POLICE AND FIRE DEPARTMENTS IN AN AMOUNT NOT TO EXCEED $62,000. 4G. APPROVE THE RATIFICATION OF THE FY 2024 FUNDING AUTHORIZATION FOR THE FIRE DEPARTMENT ANNUAL WELLNESS PHYSICALS WITH FRONT LINE MOBILE HEALTH, PLLC, TO INCLUDE AN ADDITIONAL $45,050 FOR THE POLICE DEPARTMENT ANNUAL WELLNESS PHYSICALS IN A TOTAL AMOUNT NOT TO EXCEED $97,050. 4H. APPROVE AN AGREEMENT WITH KIMLEY-HORN AND ASSOCIATES, INC. FOR PROFESSIONAL ENGINEERING AND DESIGN SERVICES RELATED TO PHASE 2 OF THE GREEN RIBBON PROJECT ALONG THE STATE HIGHWAY 114 CORRIDOR IN AN AMOUNT NOT TO EXCEED $76,000. 41.
