CALL TO ORDER: 6:00 P.M. 2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session may be held, under these exceptions, at the end of the Regular Session or at any time during the meeting that a need arises for the Planning and Zoning Commission to seek advice from the City Attorney as to the posted subject matter of this Planning and Zoning Commission meeting. Section 551.071: Consultation with attorney. No Executive Session was held. 3. Recap of the City Council’s action and discussion on Planning & Zoning recommended cases. 4. Adjournment. Director Killough confirmed that there would be a Corridor Planning Committee Meeting on June 5, 2024, at 5:30pm. 4. CHAIRMAN COMMENTS Acting Chairman Reynolds noted that there would be a Corridor Planning Committee Meeting on June 5, 2024, at 5:30pm. 5. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING COMMISSION MEETING HELD ON MAY 9, 2024. A motion was made to approve Item 5 on the agenda. Motion: Springer Second: Gunter Ayes: 5 Nays: 0 Abstain: 0 Approved: 5-0-0 REGULAR AGENDA: 6. Consider: ZA24-0014, Plat Revision for Lot 13R1R and Lot 13R2R, F. Throop No. 1511 Addition, being a revision of Lot 13R1, F. Throop No. 1511 Addition, an addition to the City of Southlake, Tarrant County, Texas, and located at 1301 N. Carroll Ave., Southlake, Texas. Current Zoning: “CS” Community Service District. SPIN Neighborhood #3. PUBLIC HEARING Planning Manager Reagan Rothenberger provided a formal presentation of Item 7 per Acting Chairman Reynold’s request. Questions were asked. No applicant was present. Acting Chairman Reynolds opened the public hearing. Darius Maggi came forward with questions. A motion was made to approve Item 6, ZA24-0014 subject to the Staff Report dated May 17, 2024, and Plat Review Summary No. 1 dated May 17, 2024. Consider: ZA24-0018, Zoning Change and Site Plan for Tom Thumb Gasoline Service Station & Convenience Store, to include a Variance to Masonry Ordinance No. 577, as amended, at property described as Lot 4R, L.B.G. Hall No. 686 Addition, an addition to the City of Southlake, Tarrant County, Texas, and located at 110 W. Southlake Blvd., Southlake, Texas. Current Zoning: “S-P-2” Generalized Site Plan District with limited “C-3” Uses. Requested Zoning: “S-P-1” Detailed Site Plan District with limited “C-3” Uses. SPIN Neighborhood #7. PUBLIC HEARING Planning Manager Reagan Rothenberger provided a formal presentation of Item 7 per Acting Chairman Reynold’s request. Questions were asked. Applicant, David Hardin, 2401 East Randol Mill Rd., Arlington, Tx., came forward. Questions were asked. Acting Chairman Reynolds opened the public hearing. Seeing no one closed the public hearing. A motion was made to approve Item 7, ZA24-0018 subject to the Staff Report dated May 17, 2024, and Site Plan Review Summary No. 2 dated May 17, 2024, noting the applicant’s willingness to change the doors to the trash enclosure to a solid type rather than louvered.
