Item 7 - Narrative & Development Regulations May 16, 2024 Via Email: PlanningSubmittal@ci.southlake.tx.us City of Southlake Planning and Development Services Department Southlake Town Hall, Suite 310 1400 Main Street Southlake, TX 76092 Re: Tom Thumb Fuel Center 2580 110 West Southlake Boulevard Southlake, Texas Project No. 23283.000 Zoning Change and Site Plan Submittal (Planning & Zoning) Dear City of Southlake Planning and Development Services Department, We are respectively requesting approval of an S-P-1 Site Plan to change the existing use to allow for the improvement of the site and vacant structure located at 110 West Southlake Boulevard as a Fuel Center with a Convenience Store and drive-up ATM. Tom Thumb is proposing to restore the property to its previous use allowing for the rebranded Fuel Center, convenience store and new drive-up ATM while updating it to the quality and standards that the City of Southlake is known for. It is Tom Thumb’s intent to improve the appearance of this prominent intersection and that the proposed materials would materially look like those of a future planned remodel of the adjacent shopping center. The Proposed Site Plan would provide fifteen (15) parking stalls, including one (1) van accessible parking stall. The proposed scope of work to include but are not limited to the following: · Proposed site improvements as shown on the proposed Site Plan: o one (1) new underground 3 compartment 30,000-gallon fuel tank, o new site paving where required, o new parking striping, o new drive-up ATM (replacing the existing carwash), o new concrete curb and gutter at the drive-up ATM, o new concrete sidewalks, o new trash enclosure, o new landscaping, o new landscape screening at ground equipment locations, o new LED lighting, and o modify street monument sign with new LED fuel pricing panels per proposed rendering. · Proposed building improvements and signage as shown on the proposed elevations: o new interior finishes and fixtures, City of Southlake May 16, 2024 Page 2 o new exterior finishes: - new stone wainscot at street facing facades to match the adjacent shopping center, - new stucco finish metal panel fascia system at convenience store, - new paint to match the adjacent shopping center future remodel, - new partial stone column wraps at fuel canopy columns located at fuel islands, and - new metal panel system at fuel canopy. o New metal roof screening for roof mounted equipment. In summation, the property is currently zoned S-P-2 and was developed originally as a Texaco Fuel Station and later operated as a Mexican restaurant. The requested zoning is S-P-1 Detailed Site Plan District with the following exceptions and additional requirements: 1. Gasoline Fuel Center with Convenience Store, as shown on the Site Plan and elevations. 2. Allow for drive-up ATM. 3. Buffer yard landscaping other than shown on the Landscape Plan shall not be required.
