WORK SESSION: 1. CALL TO ORDER: 6:00 P.M. 2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session may be held, under these exceptions, at the end of the Regular Session or at any time during the meeting that a need arises for the Planning and Zoning Commission to seek advice from the City Attorney as to the posted subject matter of this Planning and Zoning Commission meeting. Section 551.071: Consultation with attorney. No Executive Session was held. 3. Recap of the City Council’s action and discussion on Planning & Zoning recommended cases. 4. Adjournment. CHAIRMAN COMMENTS Chairman Kubiak noted that Item 6 had been administratively tabled to the May 9, 2024, Planning & Zoning Commission Meeting. 5. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING COMMISSION MEETING HELD ON April 4, 2024. A motion was made to approve Item 5 on the agenda. Table: ZA24-0009, Zoning Change and Site Plan for Lambert Home Headquarters, on property described as Tract 6C, Thomas M. Hood Survey Abstract 705, and Lot 31, Block 1, Parkway Office Center Addition, an addition to the City of Southlake, Tarrant County, Texas, and located at 1700 N. White Chapel Blvd. and 190 W. SH 114, Southlake, Texas. Current Zoning: “S-P-1” Detailed Site Plan District. Requested Zoning: “S-P-2” Generalized Site Plan District. SPIN Neighborhood #3. PUBLIC HEARING (This item is administratively tabled to the May 9, 2024 Planning & Zoning Commission Meeting.) A motion was made to administratively table Item 6, ZA24-0009, to the May 9, 2024, Planning & Zoning Commission Meeting. Consider: ZA24-0003, Specific Use Permit for a Mass Gathering for Oktoberfest, on property described as Southlake Town Square, City of Southlake, Tarrant County, Texas, and generally located between N. Carroll Ave., E. Southlake Blvd., Central Ave., Federal Way, and Prospect St., Southlake, Texas. Current Zoning: “DT” Downtown District. SPIN Neighborhood #8. PUBLIC HEARING Planning Deputy Director Jennifer Crosby provided a formal presentation of Item number 7 per Chairman Kubiak’s request. Questions were asked. Representative – Joanne Warrick, event planner for Oktoberfest came forward. Questions were asked. Chairman Kubiak opened the public hearing and seeing no one closed the public hearing. A motion was made to approve Item 7, ZA24-0003 subject to the staff report dated April 12, 2024, also subject to the SUP review summary number 2 dated April 12, 2024, and modifying the recommendation to five years as opposed to three years. Consider: ZA24-0010, Zoning Change and Site Plan for the Southlake Municipal Service Center, on property described as Tracts 2E, 2E07, and a portion of Tract 2E07A, John N. Gibson Survey Abstract 591, and Tract 1A1, Harrison Decker Survey Abstract 438, City of Southlake, Tarrant County, Texas, and located at 1630 and 1638 Brumlow Ave. and 1719 E. Continental Blvd., Southlake, Texas. Current Zoning: “AG” Agricultural District. Requested Zoning: “S-P-2” Generalized Site Plan District. SPIN Neighborhood #8. PUBLIC HEARING Planning Deputy Director Jennifer Crosby provided a formal presentation of Item number 8 per Chairman Kubiak’s request. Questions were asked. Representative – Mo Estepa, Project Manager for the City of Southlake came forward. Questions were asked. Chairman Kubiak opened the public hearing and seeing no one closed the public hearing. A motion was made to approve Item 8, ZA24-0010 subject to the staff report dated April 12, 2024, and subject to the Development Plan Review Summary number two dated April 12, 2024.
