Owner is requesting approval of a Plat Revision for Lot 3R1, Lot 3R2, , Parkway
Office Center Addition, being a revision of Lot 3R1, Parkway Office Center, and
Lot 3R2, Ben J. Foster Survey Abstract No. 519, City of Southlake, Tarrant
County, Texas, and located at 190 W. S.H. 114 and 1700 N White Chapel
Blvd., Southlake, Texas. Current Zoning: “S-P-1” Detailed Site Plan District.
SPIN Neighborhood #5.
DETAILS: The purpose of this request is approval of a plat revision for Lambert Homes
known as Lot 3R1 and 3R2, Parkway Office Center Addition, Thomas M. Hood
Abstract No. 706. The plat revision is in conformance with the current “S-P-1”
Detailed Site Plan District zoning, and the Zoning Change and Concept Plan
under consideration by City Council. (ZA24-0009)

BACKGROUND INFORMATION
APPLICANT: Architecture Underground Inc.

PROPERTY SITUATION: 190 W. S.H 114 and 1700 N. White Chapel Blvd.
LEGAL DESCRIPTION: Tract 6C, Thomas M Hood Abstract 706 and Lot 3A, Block 1 of the
Parkway Office Center Addition, City of Southlake, Tarrant County, Texas
LAND USE CATEGORY: Mixed Use
CURRENT ZONING:
HISTORY: The properties were annexed and zoned “AG” per Ordinance No. 180 in
1971.
“HC” Heavy Commercial and “LC” Light Commercial Zoning District was
placed on the property at an unknown time prior to April 11, 1985.
A Plat Showing for Lots 1, 2 and 3, Block 1, Parkway Office Center
Addition was approved April 2, 1985, and filed April 11, 1985.
“R1” Retail 1 Zoning District was approved with the adoption of the Zoning
Ordinance No. 334 and the official Zoning Map in 1986.
“C-2” Local Retail Commercial Zoning District was approved with the
adoption of the Zoning Ordinance No 480 and the official Zoning Map on
September 19, 1989.
On September 4, 2018, the City Council approved a Zoning Change and
Site Plan from “S-P-1” – Detailed Site Plan District with “O-1” Office
District uses limited to General Office uses for White Chapel Office
Complex (ZA18-0003) for a four-story, approximately 43,861 square foot
general office building. This office was never constructed.
At the May 19, 2024 meeting, the Planning and Zoning Commission
recommended approval of a Site Plan and Zoning Change for this
property (ZA24-0009). City Council subsequently approved the item at its
first reading on May 21, 2024.
SOUTHLAKE
COMPREHENSIVE PLAN: Consolidated Future Land Use Plan
The future land use designation for the site is “Mixed Use”.
The purpose of the Mixed Use to provide an option for large scale,
master‐planned, mixed-use developments that combine land uses such
as office facilities, shopping, dining, parks, and residential uses. The
range of activities permitted, the diverse natural features, and the varying
proximity to thoroughfares of areas in the Mixed-Use category
necessitates comprehensively planned and coordinated development.
New development must be compatible with and not intrusive to existing
development. Further, special attention should be placed on the design

and transition between different uses. Typically, the Mixed-Use
designation is intended for medium‐ to higher‐intensity office buildings,
hotels, commercial activities, retail centers, and residential uses.
Nuisance‐free, wholly enclosed light manufacturing and assembly uses
that have no outdoor storage are permitted if designed to be compatible
with adjacent uses. Other suitable activities are those permitted in the
Public Parks/Open Space, Public/Semi‐Public, Low Density Residential,
Medium Density Residential, Retail Commercial, and Office Commercial
categories.
Pathways Master Plan
An existing 8’ multi-use trail exists along the property in conformance with
the Pathways Master Plan.
TRANSPORTATION
ASSESSMENT: Area Road Network and Conditions
The Master Thoroughfare Plan shows W. S.H. 114 to be a variable width
freeway with 300’-500’ right of way, along with N. White Chapel classified
as an 88’ arterial road. Adequate right of way is shown on the zoning
change and site plan.
TREE CONSERVATION: A Tree Conservation Plan which must be in conformance with the
approved Zoning and Site Plan is required.
UTILITIES: There is an existing 20” water line along N. White Chapel and an existing
20’’ water line on the frontage W SH 114.
Currently, the Carillon Parc development installed two 8’’ sanitary sewer
lines that cross westerly on N. White chapel.
DRAINAGE: The Property Owner shall be responsible for the maintenance of the
detention pond and all private drainage facilities located within the
dedicated drainage easement.

Per Subdivision Ordinance No. 483 as amended, Sections 3.03 and 3.06, the following corrections
are needed.
1. Place the City case number “ZA24-0024" in the lower right-hand corner of the plat.
2. Include 1700 N. White Chapel address under ownership details at the bottom of the plat.
3. Change “streets” to “rights-of-way” in owners’ dedication.
4. Provide a 50’ setback line on S.H. 114.
5. Ensure the radius of this curve is 30’ as shown on the Site Plan.

6. Add a lienholder statement and signature block with notary to the plat. If there is/are no
lienholder(s) then add a statement to this effect. The standard language for these
statements is attached.

* All plats filed must have an original signed and stamped Tax Certificate submitted with it from
each taxing unit with jurisdiction of the real property, indicating that no delinquent taxes are owed and
that taxes for the current year have been paid. After September 1st, a certificate showing that the taxes
for that year are paid, but that the taxes for the upcoming year have yet to be calculated is
required. (House Bills 1563 & 3101). A copy of this information may be obtained from the Tarrant
County Tax Assessor/Collector’s Office located at 100 E. Weatherford St. in Ft. Worth (across from the
