Work Session was called to order by Mayor Shawn McCaskill at 5:30pm.
2. INVOCATION: CLAYTON REED
Mr. Clayton Reed provided the invocation. Mayor McCaskill led the pledges of allegiance
to the United States and Texas Flags.
3. PRESENTATION FROM THE LEADERSHIP SOUTHLAKE CLASS
Leadership Southlake class representatives Duke Samples and Alan Fisher provided a
brief presentation on the Chamber's most recent Leadership Southlake class activities
over the past year.

4. STARS AND STRIPES 25TH ANNIVERSARY UPDATE
Director of Economic Development and Tourism Daniel Cortez provided an update on the
Stars and Stripes 25t" Anniversary event scheduled for July 3, 2024.

1. CALL TO ORDER
Regular Session was called to order by Mayor McCaskill at 5:55pm.
2A. EXECUTIVE SESSION
Mayor McCaskill announced the City Council would go into Executive Session pursuant
to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney and Section 551.074 deliberation regarding personnel
matters. City Council adjourned for Executive Session at 5:55pm. Executive Session
began at 6:05pm and concluded at 6:26pm.
2B. RECONVENE
Mayor McCaskill reconvened the meeting at 6:33pm.
As a result of Executive Session, a motion was made to authorize the City Manager to
negotiate and execute an agreement with Barnes and Thornburg for an amount not to
exceed $12,300, effective July 1, 2024 and expiring September 30, 2024.

development, specifically what medium density residential means. He also stated that the

UPDATE
Chief Financial Officer Sharen Jackson provided an overview of the Sustainability Plan
— Economic & Fiscal Wellness Element. The presentation included the Sustainability
Master Plan Background; the 2024 Winter Workshop Highlights; the Sustainability Plan
Policy Update, the historical usage of the Technology Infrastructure & Security Fund,
Facility Maintenance Fund, Vehicle Replacement Fund, Strategic Initiative Fund,
Commercial Vehicle Enforcement, and the Economic Development Investment Fund;
General Fund Revenue Considerations; Historical Property & Sales Tax; Expenditure
Considerations & Historical Data; Infrastructure Considerations; CIP Expenses; and
looking forward to policy direction scenarios.
