Hodge Owner March 25, 2024 Mr. Rob Cohen Public Works Director City of Southlake 1400 Main Street, Suite 320 Southlake, Texas 76092 rcohen(a)ci.southlake.tx.us Dear Rob: 1213 Huron Drive Grapevine, Texas 76051 Re: Proposal for a short-term contract for Project Management of the engineering design for the main lane expansion and ramp reversal from FM 1938 to the DFW Connector on SH114. In addition, I will be assisting Jacob Renig with Kimley-Horn on the frontage road project in the area of tree mitigation. I am pleased to submit this proposal for a short-term contract for Project Management consulting services related to the above referenced projects. When acceptance is conveyed, this proposal will become a letter of agreement between the City of Southlake and Jerry Hodge & Associates, LLC to provide the scope of services described below. Scope of Services: The tree mitigation has been planned for the placement of trees on private property belonging to TD Ameritrade (now Charles Schwab.) The TD Ameritrade management did not follow through with their part of the mitigation by establishing water supply for the trees and specific survey location for the trees. There has been some reservation from TxDOT in placing the trees on private property. H&A and Kimley-Horn will be meeting with the project engineers to discuss the requirements for TxDOT to place the trees on private property. It has been planned and discussed with TxDOT and TD Ameritrade Management for 5 years. They have a location that has few if any trees that can be used for this mitigation. The problem is now that the TD Ameritrade Management have left, the new management was not aware that the trees were designated for this property. The plan is to work out all of the problems and to begin tree planting/mitigation as soon as possible. The main lane/ramp reversal project has taken more time than originally planned and will require additional meetings with the property owners when the proposed schematic for the main lanes and ramp reversals are finished. This process will take several weeks and will go through the needed processes to obtain a general census on the project design. Hodge & Associates, LLC and Kimley-Horn will be holding meetings for all entities and property owners involved to ensure that we have consensus on the project design. We estimate that this process will take approximately four months and then at that time it will be turned over entirely to Kimley-Horn to complete the project. I have continued to work on this project as needed since my last contract expired as the situation required. MENNEN Jerryh64@ Verizon.net (817) 991-3161 Mr. Rob Cohen Page 2 of 2 March 25, 2024 Fee Estimate for Contract Extension: The fee for completing the scope of services outlined above will be based on my experience in projects of this type; the fee for this project will be performed for a $40,000 lump sum amount to be invoiced at $10,000 per month beginning in July 1, 2024. Fee Summarv: I will not exceed the lump sum project fee without receiving your prior authorization. If the need for additional work is necessary, I will seek your authorization before proceeding and if required, I will supply you with my best estimate of the additional expense to complete the remaining purpose of the project. Authorization At your earliest convenience, please return a signed copy of this Letter of Agreement.
