(KSA) to provide engineering design services, for the Randol Mill Waterline and Sidewalk Improvement Project in an amount not to exceed $400,000. Action Requested: Approve an Engineering Services Agreement (ESA) with KSA Engineers, Inc. (KSA) to provide engineering design services, for the Randol Mill Waterline and Sidewalk Improvement Project in an amount not to exceed $400,000. Background Information: On January 16, 2024, the City Council approved an ESA for preliminary design services totaling $136,000. These services included data collection and schematic design for proposed sidewalk and waterline improvements. The proposed ESA will further develop the preliminary design and produce the final design. This project aims to make waterline and sidewalk improvements along Randol Mill Avenue from Morgan Road to the Southlake City limits, just south of W. Dove Road, which connects to the Town of Westlake. The proposed improvements include upsizing an existing 8-inch waterline to a 12-inch waterline as recommended in the City's water masterplan (validated by the most recent water model), as well as adding a 5-foot sidewalk as per the City's Pathways Masterplan to provide connectivity among neighborhoods along Randol Mill, including Dove Acres, Enclave, Hillwood Estates, Regal Oaks, and Tuscan Ridge. In response to concerns raised by residents regarding pedestrian safety along Randol Mill, this initiative became part of the December 2021 Pathways Master Plan Update. The newly planned sidewalk aims to enhance connectivity among neighborhoods situated along Randol Mill Avenue, encompassing Dove Acres, Enclave, Hillwood Estates, Regal Oaks, and Tuscan Ridge. The City remains committed to prioritizing the establishment of a secure, seamless, and efficient sidewalk network to facilitate connectivity between neighborhoods and close existing gaps in pedestrian facilities. Page 1 of 2 Item 4J Additionally, there is currently an existing 8-inch water line along this corridor, identified as Water Master Plan Project #19, which will be upgraded to a 12-inch water line. Upsizing the water main will improve water flow, maintain pressure, and ensure clean water access for residents to align with recommendations from the latest water model provided by Freese and Nichols. This contract incorporates final design, construction support, and land acquisition services for waterline and sidewalk improvements. Based on current conditions and the need to integrate new pedestrian facilities, the project may encompass additional factors, including adjustments to grading and drainage. The agreement amount for engineering design is not to exceed $400,000 and includes $55,000 in contingency for any additional engineering services. Financial Considerations: Funding for the agreement is budgeted as part of the approved FY 2024 Capital Improvement Program. This award is within the project budget.
