GENERAL DESCRIPTION OF WORK
The major work will consist of the (approximate)following:Project includes road
and parking lot improvements at Cobb Park and Highland Hills Park.Major work
categories include remove and replace asphalt driveways and parking lot (ap-
prox.11,943 SY);pavement pulverization to be used as base material (11,730
SY);minor grading work to improve drainage in some areas,rock gabion mat-
tress and concrete flume to mitigate erosion issues at Cobb Park.
PREQUALIFICATION
Certain improvements included in this project must be performed by a contrac-
tor or designated subcontractor who is pre-qualified by the City at the time of
bid opening.The procedures for qualification and pre-qualification are outlined
in the Section 3 of 00 21 13 –INSTRUCTIONS TO BIDDERS.

“We brought him here
today so you guys could
ask him that question
(regarding his arrest),”
Gundy said Tuesday at
Allegiant Stadium.“That
was one of the reasons
that I wanted to bring him
here.He’s a great young
man that made a decision
that he loved to have
back.”
Gundy said it was im-
portant to hold Gordon
accountable for his ac-
tions,but left the decision
to attend to Gordon.If he
wanted,he could’ve de-
clined to deal with all the
questions.
But Gordon didn’t want
to leave his teammates in
the wind and force them
to answer questions about
his legal troubles.
“I just wanted to show
maturity and face every-
thing that’s going on in-
stead of ducking and run-
ning,”Gordon said.“I feel
like it would’ve been dis-
respectful to leave my
team and my coaches up
here and have them an-
swer all the questions
when I could answer
them.I just felt like I
would’ve left them in the
dust if I wouldn’t have
came at all.”
Another reason Gundy
wanted Gordon there is
because he didn’t want his
star running back to be
defined by a mistake —
and not just as a really
talented running back.
“Ollie’s got a magnetic
personality,”Gundy said.
“The people around (Still-
water)really enjoy and
love him.He’s done an
unbelievable job of build-
ing his brand.At the end
of the season he has spent
more time at girls’softball
games,basketball games,
working in elementary
schools...he went above
and beyond to give out to
people.”
This is the Gordon who
Gundy wants the country
to get a chance to know,
not the one that admitted
to having an bottles of
vodka and tequila in his
car,according to his arrest
warrant affidavit.
The arrest weighed on
Gordon mentally;he was
making headlines for all
the wrong reasons.To get
through it,Gordon had to
lean heavily on his team-
mates and support system
around Stillwater.
“Coach Gundy always
tells me he’s there if we
need to talk,”Gordon
said.“Some of my team-
mates talked to me and
they were looking at it
from an older guys’per-
spective.Alan (Bowman)
he’s been on many teams
and has dealt with so
many people,so his mes-
sage was great.(My team-
mates)have been through
things I haven’t before,
they’re a lot older.
“When they’re telling
me I just had to sit back
and listen.Listening to
them was a good thing.I
view everybody at
Oklahoma State as apart
of my family.It was huge
for all of them to answer
the phone for me.”
In terms of punishment
Gundy said Gordon
wouldn’t miss any games.
In fact he said if there was
a punishment it would be
to run Gordon 50 times in
their first game.
Gundy’s attempt at
humor was followed by a
few more eyebrow-raising
comments,especially
when he said,“I’ve prob-
ably done that a thousand
time in my life.And,and,
you know which is fine.I
got lucky,people get
lucky.”
Gundy also said:“He
made a terrible mistake
and got off lightly because
nobody got hurt...Every-
body needs to look in the
mirror and ask,have I
ever done that and not got
caught?
“Have I ever had two or
three beers and drove a
car,because two or three
beers can put you over the
legal limit.Put some
thought into that and not
necessarily start throwing
stones through a glass
window.It’s not that it’s
right,I want him to under-
stand the seriousness of
this as a parent and I think
he does.We hope this will
help him moving forward,
he got off light.”
Gordon won’t be the
first or last college athlete
to get a relative slap on
the wrist for making a
mistake,but now Gordon
has a choice.
He can learn from the
mistake and build on last
year’s historic run or not.
Gordon seemed much
more likely to do the
former.
“It’s been hard to find
joy recently,just thinking
about everything,”Gor-
don said.“I was getting
into my own head too
much,but I feel like as
we’ve moved on,my
teammates and coaches
have been helping me
with that.Just being able
to talk to the leaders
around me has helped me
get through this.”

over 400 yards,maybe
close to 500 his first time
out as a starter (vs.BYU),
he really performed well.”
Hoover was also present
in Las Vegas to represent
TCU.When word got back
to him of the praise from
Dykes,Hoover was appre-
ciative of the support and
belief of Dykes.
“It means a lot to me,I
have a lot of respect for
Coach Dykes,”Hoover
said.“Hearing things like
that from him means a lot
to me.”
Hoover threw for at
least 300 yards in five of
his six starts including 412
yards and two touchdowns
in a commanding win over
Baylor last November.
While he did a lot of
good things for a redshirt
freshman quarterback,
both Dykes and Hoover
understand he’s not quite
at that level yet.Hoover
threw an interception in
seven of the eight games
he took the field with the
exception of the win over
the Bears.
He had tough outings
on the road at Kansas
State and Texas Tech and
also had a key turnover
against Texas near the
end of the first half that
ended up being one of the
differences in a narrow
29-26 defeat.Those mis-
takes are just as important
to a quarterback’s devel-
opment as throwing for
400 yards in a game.
“We had some ups and
downs.And I think we
were very inconsistent,”
Dykes said.“We didn’t
always put him in the best
position.We had some
growing pains...He’s got
such a big arm,he can fit
balls into windows.
“I think the biggest
lesson we’re going to have
to teach him is when do
you need to fit it in?When
do you not?Just under-
standing those situations
in games and the only way
you can learn that is expe-
rience.”
That experience was
also huge for Hoover.
Many elite high school
athletes have an extraor-
dinary level of confidence,
but there’s still a mental
block that needs to be
addressed once you go up
a level in competition.
It’s one thing to think
you play at the Power Four
level,it’s another to ac-
tually know it and experi-
ence it.
“I think for me it’s just
about continuing to be
myself and not do too
much,”Hoover said.“I
know that based on the
last half of the season that
I can do this,I can be
what our team needs at
quarterback.I think for
me it’s just taking care of
the football and giving our
team a chance to win and
doing my job in that equa-
tion.”
Hoover’s on the field
attributes are tantalizing.
He has a good arm
strength and is fearless
when it comes to attacking
defenses vertically.He
didn’t showcase it much
due to the depth behind
him,but Hoover has some
mobility and isn’t just a
statue in the pocket.
But what truly gives
Dykes and Hoover’s team-
mates the confidence he
can be the next great quar-
terback to play under
Dykes is his mental make-
up.Behind the scenes his
leadership qualities have
been compared to Max
Duggan and you can tell
that people in the building
want Hoover to succeed
because of the person he
is,not just because he can
lead TCU to wins on the
field.
“I don’t know that I’ve
been around too many
guys that are more ded-
icated,more mature,”
Dykes said.“The guys
admire him,they respect
him.I think they’ll lay it
on the line for him every
Saturday.”
Receiver Jack Bech
echoed Dykes’sentiments
about Hoover’s leadership
and his potential to be-
come one of the league’s
top quarterbacks.
“I couldn’t agree with
that statement anymore,”
Bech said about Hoover
being one of the league’s
top quarterbacks.“Josh
has been awesome,he’s
taken a huge step this
off-season.Just from a
leadership standpoint,
he’s been a vocal leader
and he’s led by example.
He’s led us through work-
outs on the weekend,he’s
been amazing.
“Our chemistry has
grown with him,I think
we’re just super excited to
get to Palo Alto (at Stan-
ford)in that first game to
show everybody what

In May 2024, there was an item on the agenda that addressed potential future needs of
additional body cameras for the SROs. Did we strike that item?
Response given by Police Chief Ashleigh Casey:
That is one change from the initial preview that you received in May. After reviewing our
current body camera inventory, and the fact that we are due for a 3 rd year upgrade, it was
decided that we are going to postpone that request until we renew the contract. When we
renew the contract for the upgrade, we will add additional body cameras to the contract
at that time. We have sufficient body cameras for the Patrol and SRO divisions, so that
item was removed from the list. The new item on the list is the addition of five (5) Tasers.
The amount of the body cameras we initially requested was just under $26,000. The
addition of five (5) Tasers is a total of $16,000, which is a $10K savings from the initial
body cam request.

Chief, how many paramedics do we have assigned to the SWAT Team and will the
paramedics have a body camera assigned to them if they go into an active shooter
scenario?
Response given by Police Chief Ashleigh Casey:
There are two (2) paramedics on the team, and they do not currently have body
cameras. We do have officers who respond to those type of scenarios that do have body
cameras.
Question asked by CCPD Board President:
Sharen, when you spoke of SRO funding of $2,333,611, there is a difference of $67,341.
1st Response given by Chief Financial Officer Sharen Jackson:
Yes, that difference of $67K is related to our annual payment for the Motorola
Watchguard camera system that we pay annually to the vendor, and not related to
SROs.
2nd Response given by Police Chief Ashleigh Casey:
Motorola Watchguard is the overarching system that our dash cameras and body camera
videos feed into. In other words, i for both dash and body
cameras that we use, for continuity.

Update provided by Chief Financial Officer Sharen Jackson:
We recommend amending the 2024 sales tax numbers upwards to $2.6M, even though,
year-to-
very conservative with the projections because the trend showed that sales tax was
going down. This year, we will collect more than we originally anticipated, so I
recommend increasing the sales tax numbers to $2.6M for the year as well as an
increase in interest income for the year. The total amended expenses are $2.2M. There
are recent reclassifications between personnel costs and operational costs in which we
moved expenses into the proper categories. The transfer-out total from the CCPD Fund
to the General Fund is the indirect charge to CISD for the administrative costs that the
City oversees. There is a change of 4% of income, from $100,000 to $111,000, which
increases the indirect charge amount. If you recall, the transfer-out is for the EOC
expenses. The CCPD Fund will end the 2024 fiscal year with an estimated ending fund
balance of $5.4M.
Moving on to the proposed 2025 CCPD Fund Budget. For sales tax, we are
recommending $2,652,000, which reflects a 9.4% increase. When compared to the
original adopted budget,

we collected in investment income. Even though we started the 2024 fiscal

Regarding the personnel expenditures, $2,177,000 is related to the SRO
benefits that are funded out of the CCPD Fund. The operational expenditures listed
includes the SRO operational costs, Town Square Security and the additional
equipment that Chief Casey mentioned, totaling $2.7M with a net change of 94,000.
Again, the transfer-out is for the indirect charge towards the General Fund at 4% of the
proposed revenue totaling $113,000. The CCPD Fund is projected to end the 2025 fiscal
year just under $5.5M.

4. DISCUSSION
4A. UPDATE ON CRIME CONTROL AND PREVENTION DISTRICT SALES TAX
Update given by Chief Financial Officer Sharen Jackson:
The most recent collection, in May 2024, reflected a 10% reduction of what we collected
in May 2023. In May 2023, we had an audit adjustment, so if you back that out, our
actual adjustments would have been 2.3% above what we collected that month. In 2023,
we had a large increase, which was due to a one-time adjustment. In May 2024, we
collected slightly more than we did in May 2023, less the adjustments. Year-to-date we
trending about 1.7% less. Looking at the different industries and the detail on your sales
industry that is trending less. Some is related to construction, but
retail and food continue to be strong.
4B. UPDATE ON SCHOOL RESOURCE OFFICER PROGRAM
Update given by Police Chief Ashleigh Casey:
The SRO Division is currently fully staffed. We filled our last SRO position back in May
2024 towards
is a retired 20-year veteran from the Los Angeles Police Department who moved locally a
few years back with her family. She really likes the SRO program within our community,
and be assigned to the Clariden School in August 2024. Anissa started with us in
May 2024 and is completing the on-board training before school begins in August
very excited to be a part of the new SRO team. This brings the full compliment of the
SRO program to twenty (20) SROs, including one (1) SRO at each Carroll ISD campus,
one (1) SRO at our Keller ISD campus, one (1) at The Clariden School, and we have a
couple of rovers who are helping to supplement whenever we have an SRO that is off
campus for any reason. Keep in mind, the twenty (20) SROs in the SRO Division also
includes one (1) SRO Captain, one (1) SRO Sergeant and one (1) SRO Corporal.

Do the SROs go to school activities like basketball games at night?
Response given by Police Chief Ashleigh Casey:
Yes, they do, but i . Typically, the SROs arrive before school begins
and stay late for traffic control security. Some of the before-school security and post-
school security needs include activities such as games, etc.

The overtime adjustment, is it going to be requested every year or just this year?
Response given by Police Chief Ashleigh Casey:
That overtime adjustment is a base budget adjustment to the CCPD Fund, which means
additional overtime funds will be included as an annual operating expense within the
CCPD Fund budget. Since the initial expansion of the SRO program back in 2013, we
funds for the increase in .
The other issue we identified is officers receive pay raises every year or market
adjustments, and the overtime rate also changes. We have to account for that as well.
So, the
requests made as future pay raises & market adjustments continue.

Regarding the D.A.R.E. program, did we approve it, who paid for it? Is it being used right
now?
Response given by Police Chief Ashleigh Casey:
We approved the L.E.A.D. program, Law Enforcement Against Drugs, and it was paid for
by Crime Control. Yes, it is currently in use.

We also have a new Assistant Chief of Police, correct?

We do. Jose Luna was recently appointed as the Assistant Chief of Police on July 15,
has 20 years of law
enforcement experience. He worked previously for Killeen PD. He is also the North
in Quantico, VA, and he is slated to return in mid-September 2024.
