SUMMARY: Jacob Scoggins, Architecture Underground Inc., on behalf of Brian Zvonecek, is
requesting a Plat Revision for Lots 3R1 and 3R2, Block 1, Parkway Office
Center Addition, being a revision of Tract 6C, Thomas M. Hood Survey Abstract
705, and Lot 3A, Block 1, Parkway Office Center Addition, Tarrant County,
Texas, and located at 190 W. SH 114 and 1700 N. White Chapel Blvd.,
Southlake, Texas. Current Zoning: "S-P-1" Detailed Site Plan District. SPIN
District #3
DETAILS: The purpose of this request is approval of a plat revision that is in conformance
with the underlying zoning and approved Site Plan (ZA24-0009). The Lambert
Homes Headquarters is proposed to be constructed on the newly platted Lot 3R2.

BACKGROUND INFORMATION

PROPERTY SITUATION: 190 W. S.H 114 and 1700 N. White Chapel Blvd.
LEGAL DESCRIPTION: Tract 6C, Thomas M Hood Abstract 706 and Lot 3A, Block 1 of the
Parkway Office Center Addition, City of Southlake, Tarrant County, Texas
LAND USE CATEGORY: Mixed Use
CURRENT ZONING: "S-P-2" Generalized Site Plan District
HISTORY: The properties were annexed and zoned "AG" per Ordinance No. 180 in
1971.
"HC" Heavy Commercial and "LC" Light Commercial Zoning District was
placed on the property at an unknown time prior to April 11, 1985.
A Plat Showing for Lots 1, 2 and 3, Block 1, Parkway Office Center
Addition was approved April 2, 1985, and filed April 11, 1985.
"R1" Retail 1 Zoning District was approved with the adoption of the Zoning
Ordinance No. 334 and the official Zoning Map in 1986.
"C-2" Local Retail Commercial Zoning District was approved with the
adoption of the Zoning Ordinance No 480 and the official Zoning Map on
September 19, 1989.
On September 4, 2018, the City Council approved a Zoning Change and
Site Plan from "S-P-1" — Detailed Site Plan District with "0-1" Office
District uses limited to General Office uses for White Chapel Office
Complex (ZA18-0003) for a four-story, approximately 43,861 square foot
general office building. This office was never constructed.
At their June 4, 2024 meeting, City Council approved a zoning change
from "S-P-1" Detailed Site Plan District to "S-P-2" Generalized Site Plan
District, and a Site Plan for the Lambert Home Headquarters. (ZA24-
0009)
SOUTHLAKE
COMPREHENSIVE PLAN: Consolidated Future Land Use Plan
The future land use designation for the site is "Mixed Use".
The purpose of the Mixed Use to provide an option for large scale,
master -planned, mixed -use developments that combine land uses such
as office facilities, shopping, dining, parks, and residential uses. The
range of activities permitted, the diverse natural features, and the varying
proximity to thoroughfares of areas in the Mixed -Use category
necessitates comprehensively planned and coordinated development.
New development must be compatible with and not intrusive to existing

development. Further, special attention should be placed on the design
and transition between different uses. Typically, the Mixed -Use
designation is intended for medium- to higher -intensity office buildings,
hotels, commercial activities, retail centers, and residential uses.
Nuisance -free, wholly enclosed light manufacturing and assembly uses
that have no outdoor storage are permitted if designed to be compatible
with adjacent uses. Other suitable activities are those permitted in the
Public Parks/Open Space, Public/Semi-Public, Low Density Residential,
Medium Density Residential, Retail Commercial, and Office Commercial
categories.
Pathways Master Plan
An existing 8' multi -use trail exists along the property in conformance with
the Pathways Master Plan.
TRANSPORTATION
ASSESSMENT: Area Road Network and Conditions
The Master Thoroughfare Plan shows W. S.H. 114 to be a variable width
freeway with 300'-500' right of way, along with N. White Chapel classified
as an 88' arterial road. Adequate right of way is shown on the zoning
change and site plan.
TREE CONSERVATION: A Tree Conservation Plan which must be in conformance with the
approved Zoning and Site Plan is required.
UTILITIES: There is an existing 20" water line along N. White Chapel and an existing
20" water line on the frontage W SH 114.
Currently, the Carillon Parc development installed two 8" sanitary sewer
lines that cross westerly on N. White chapel.
DRAINAGE: The Property Owner shall be responsible for the maintenance of the
detention pond and all private drainage facilities located within the
dedicated drainage easement.
PLANNING AND ZONING
COMMISSION ACTION: June 6, 2024; APPROVED (5-0), subject to Staff Report dated May 31,
2024, and Plat Revision Review Summary No. 1, dated May 31, 2024.

Per Subdivision Ordinance No. 483 as amended, Sections 3.03 and 3.06, the following corrections
are needed.
1. Place the City case number "ZA24-0024" in the lower right-hand corner of the plat.
2. Change "streets" to "rights -of -way" in owners' dedication.
3. Provide a 50' setback line on S.H. 114.
4. The POB must be tied to a survey corner, previously filed subdivision corner, or USGS
monument.
5. Ensure the radius of this curve is 30' as shown on the Site Plan.

TREE CONSERVATION COMMENTS:
The submitted Tree Conservation Plan conforms with the existing tree cover preservation as
shown on the development's approved Tree Conservation Plan. There is 15% of existing tree
cover on the property and a minimum of 70% would be required to be preserved. As shown on
the approved Tree Conservation Plan a total of 35% of existing tree cover is proposed to be
preserved.
Except as provided by subsection 7.2.b. of the Tree Preservation Ordinance, a Tree Conservation
Analysis or Tree Conservation Plan shall be approved if it will preserve existing tree cover in
accordance with the percentage requirements established by Table 2.0. If the property has
previously received a tree permit related to development, the percentage of existing tree cover at
the time the first such permit was issued shall be used to calculate the minimum existing tree
cover that must be preserved under this section.

All plats filed must have an original signed and stamped Tax Certificate submitted with it from
each taxing unit with jurisdiction of the real property, indicating that no delinquent taxes are owed and
that taxes for the current year have been paid. After September 1 st, a certificate showing that the taxes
for that year are paid, but that the taxes for the upcoming year have yet to be calculated is
required. (House Bills 1563 & 3101). A copy of this information may be obtained from the Tarrant
County Tax Assessor/Collector's Office located at 100 E. Weatherford St. in Ft. Worth (across from the
old red courthouse). There is a service charge of $10 per account for this certificate. For more

This site is subject to City of Southlake Impact Fees. In addition to the City of Southlake impact
fees, please be aware that through the wholesale water customer contract with the City of Fort Worth,
all new water connections are required to pay the City of Fort Worth impact fee. The City of Fort Worth
impact fee assessment is based on the final plat recordation date and building permit issuance. The
applicant is encouraged to review the City of Fort Worth's assessment and collection of Impact Fees
Guide to determine the fee amount.
A Developers Agreement is required prior to construction of any public infrastructure. The
Developer's Agreement for this addition should consider streets, drainage, park dedication
requirements and fees, off -site sewer extensions, off -site drainage and utility easements and impact
fees.
Please submit a revised pdf "check print" prior to submitting copies with original signatures.
For Tarrant County filing, original signatures and seals will be required on two 24" x 36"
blackline paper copy prior to filing the plat. The paper copies will not be accepted if any erasures or
original ink, other than signatures or seals, appear on the plat. The paper copy must have a minimum
% inch space between the paper edge and border.
