WORK SESSION: 1. CALL TO ORDER. Work Session was called to order by Mayor Shawn McCaskill at 5:30pm. 2. INVOCATION: CLAYTON REED Mr. Clayton Reed provided the invocation. Mayor McCaskill led the pledges of allegiance to the United States and Texas Flags. 3. HONORS & RECOGNITION: A SALUTE TO FUTURE DEFENDERS Mayor McCaskill recognized the graduating High School seniors who have enrolled in a military academy or ROTC program with a proclamation and military challenge coin. Mr. Milan Georgia shared his words of encouragement with the graduates. Following the comments and proclamation, the Mayor and Council posed for a photo with the honorees. 4. PRESENTATION OF VOLUNTEER SERVICE AWARDS Assistant City Manager Stacey Black presented the volunteer service awards to volunteers with exceptional service hours from April 1, 2023, to March 31, 2024. SOUTHLAKE KIDS INTERESTED IN LEADERSHIP (SKIL) PRESENTATION Assistant to the City Manager Bora Sulollari introduced the SKIL video about this year's activities. Deputy Mayor Pro Tern Talley expressed her appreciation to staff and students for their accomplishments. 6. CITY OF SOUTHLAKE MEMORIAL DAY OBSERVANCE Mayor McCaskill provided an overview of how the City is observing Memorial Day this year. Mr. Milan Georgia spoke about the meaning of Memorial Day and Mayor McCaskill provided a proclamation honoring those who have sacrificed and paid the ultimate price to defend our country. The Mayor, Council, and Mr. Georgia commenced to do a wreath- laying ceremony followed by a moment of silence. 7. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Deputy Mayor Pro Tern Kathy Talley reviewed the items on the consent agenda. EXECUTIVE SESSION Mayor McCaskill announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071 consultation with city attorney and Section 551.074 deliberation regarding personnel matters. MAYOR'S REPORT Mayor McCaskill recognized Planning and Zoning Commissioner Michael Springer having been awarded the Planning Advocate Award on April 26, 2024, by the Midwest Section of the American Planning Association — Texas Chapter. Carroll Ave., subject to Staff Report dated May 14, 2024, and Development Plan Review Summary No. 4, dated April 9, 2024, and noting the following: - Approving the zoning change and development plan for the Overlook and WillowTree Gardens, requesting the change in zoning from "AG" agricultural and "SF-1A" single family residential districts to "TZD" transition zoning district, subject to the staff report dated April 30th, 2024, and Development Plan Review No. 4, dated April 9th,2024, noting we are approving development "Plan D"along with the associated development regulations and requested variances, noting the following additional conditions: o Applicant agrees no more than 20 residences, both inside and outside of the gated areas, including the Cross Lane properties. o Applicant agrees that there will be "resident only" gate access on both the east and west entry points, into the residential area. o Applicant agrees to work with staff to identify appropriate gate technology, not keypad entry, to restrict access to residents only. o The five lots, outside the gated area on Cross Lane, need to be the same size as what is currently located on Cross Lane, as indicated on Development Plan D. o Full masonry wall from north to south covering the western divider of the subject property between the five lots on Cross Lane and the gated area. o Site plan would be required to be submitted and approved by Council to ensure compliance with the zoning change.
