FORUM SUMMARY: Property Situation: 1630 and 1638 Brumlow Ave. and the southern portion of 1719 E. Continental Blvd. Development Details: • Project Overview — Updated facility for Public Works Operations, construct a Fire Training Tower, relocate and consolidate Utility Billing, provide a large equipment yard and fuel depot, and situate the facility in an industrial environment with distance from residential development. • To the west of the property are businesses and to the south of us is NuStar. • To the east is Mustang Business Park, and to the north the site is currently undeveloped. • Tan colored shapes refer to the admin building, service bay building, public safety training tower, fuel island, as well as the covered parking, and storage areas. • In the SE corner of the development, we will have a pond. • To get a feel for how the facility operates, you'll enter the site off Brumlow Avenue. Visitor parking will turn right to access the visitor parking area. Staff will have a secure access parking lot behind the administration building and pool vehicles will have access via the service drive at the northerly edge of the property, which connects the east half of the site. • The proposed site will be comprised of three (3) building structures: the administration building, service bay building and public safety training tower. Online Comment, Questions, and Concerns Forms: Q: What is the height of the training tower? A: 4-stories tall. Q: Any consideration moving the tower to the south side of the property? A: That was considered; however, the north side of the property was the optimal space for the tower to allow staff and other agencies to park their vehicles during training. C: Keep in mind that the north side of the property may be residential in the future (in relation to constructing a 4-story tower). Q: What will the access road be connected to, and will that eliminate the secondary emergency access gate onto Woodsey Ct.? A: It is designed to connect to Southwestern Dr. back into the park so we can access Hwy 26. A: The emergency access gate will not be removed from Woodsey Ct. Q: We read a Community Impact article saying this project is good to go and construction will start soon, is that true? A: We do plan to move forward with the design of this project; however, it is not approved yet. This project has been programmed in the City's improvements program with the intent of completion, but there are still several steps in the development process we must go through between now and construction. Q: Are there zoning changes required for this land? A: This is currently zoned as Industrial — which fits this application. Q: Will this replace the current Admin facility on Continental? A: Yes, our intent is to phase out the current location and pull the operations to this new facility. Also, we plan to bring the Utility Billing Department to the new facility. Q: Why are we building a whole new building? And what will we use the old existing building for once everyone has moved? A: The existing facility is older, and the size of our Public Works operations has outgrown the existing space. Prior to acquiring this new site, we explored expanding the current facility to meet our needs; however, the challenge was our proximity to residential lots which limited the ability to expand the site. Plans for the vacated existing site are to be rolled into the Southlake Sports Complex. C: A 4-story building looking into homes in Timarron and Warwick Green is intrusive. Q: Brumlow is 110% backed up every day, same as Continental; how many cars do you expect coming in and out for this new expanded facility? And at what times — due to school zones and the roundabout? A: In our capital improvements program, there is a plan to increase the capacity of Brumlow as a separate project in the future. Q: What is the timeline to widen Brumlow? A: I don't have the timeline right now, but it is on our radar for improvement. Q: Where is the current fire training tower located? A: The city does not currently have a training tower facility. Q: How many times a month will that be used, and how many extra people will be there for fire training? A: Chief Starr — Right now we are going to TCC. This will be a Southlake facility only, so we will not bring in outside entities. Our truck may be over there daily, but this facility is only for Southlake personnel. There will be no sirens or lights. Q: Will there be live fires? A: We use propane and theatrical smoke for fire training. No smoke should leave the facility; it is nontoxic. C: The washout pit does flood back there, just to note. Q: If you opt to move the fire tower to the south, could you move the storage facility to the north — this could be a tradeoff? A: We would have to evaluate everything wholistically and the impacts on moving any of the structures for operations and flow of traffic. C: It just seems like everything to the south is commercial. Q: It looks like there is a significant grade drop into the property; is that a one-story grade drop? A: There is a significant grade drop from Brumlow down to the building. C: So, with this grade drop, the 4-story training tower will really be a 3-story tower, correct? A: It could be mitigated. Q: Carroll has that two-lane roundabout circle; is that the plan for the roundabout at Continental and Brumlow to help traffic flow? A: There are plans for widening Brumlow from Hwy 26 to Continental. Q: Will the roundabout become two lanes? A: I do not have that information with me.
