Carroll Ave. EXECUTIVE SUMMARY: CBG Surveying Texas, LLC on behalf of Carroll Independent School District, is requesting approval of a Plat Revision for Lot 13R1 R and Lot 13R2R, F. Throop No. 1511 Addition, being a revision of Lot 13R1, F. Throop No. 1511 Addition, an addition to the City of Southlake, Tarrant County, Texas, and located at 1301 N. Carroll Ave., Southlake, Texas. Current Zoning: "CS" Community Service District. SPIN Neighborhood #3. DETAILS: The property is located near the northeast corner of N. Carroll Ave. and E. Highland St. The purpose of this request is consideration of a plat revision for property described as Lot 13R1, F. Throop No. 1511 Addition. The site is owned by Carroll ISD and is the location of Johnson Elementary School. (Ord. No. 084) May 2000: a Plat Showing for the school site was approved. (SP99-095) October 2005: a Plat Revision was approved to create two lots separating Johnson Elementary School from the old administration building. (ZA05- 088) July 2010: City Council approved a site plan for improvements to the visitor's parking lot, driveway, and granting a sidewalk variance. (ZA10- 034) January 2011: City Council approved a site plan for new shade structures and granting a variance to Zoning Ord. 480, Section 43.13(a)(2) prohibiting membrane -type roof structures lying within a residential adjacency overlay district. (ZA10-070) May 2018: City Council approved a site plan for the addition of a gymnasium, and additional classrooms and granting a variance for vertical and horizontal articulation of the building additions and that the building elevations be approved as presented; and also, in regards to the bufferyards in Section 42 of the Zoning Ordinance and the Landscape Ordinance 544-13, we are granting a variance for relief from the bufferyard requirements and interior landscaping and to allow the bufferyards and interior landscaping to remain as it currently exists on the site.( (ZA18- 029) January 2019: City Council approved a site plan for additional classrooms and the relocation of the outdoor sports courts and granting a variance for vertical and horizontal articulation of the building additions and that the building elevations be approved as presented; and also, in regards to the bufferyards in Section 42 of the Zoning Ordinance and the Landscape Ordinance 544-13, we are granting a variance for relief from the bufferyard requirements and interior landscaping and to allow the bufferyards and interior landscaping to remain as it currently exists on the site. Pathways Master Plan Sidewalks existing along both E. Highland St. and N. Carroll Ave. TRANSPORTATION ASSESSMENT: Area Road Network and Conditions The Master Thoroughfare Plan shows S. Kimball Avenue as a 2-lane undivided 88' arterial street. E. Highland Street (future Kirkwood Blvd. along the property frontage) is shown as a 4-lane divided 88' arterial street. TREE CONSERVATION: Tree conservation is not proposed to be altered at this time. UTILITIES: The site is served by an existing 10" water line. This site is served by an 8" sewer main.
