EXECUTIVE
SUMMARY: CBG Surveying Texas, LLC on behalf of Carroll Independent School District, is
requesting approval of a Plat Revision for Lot 13R1 R and Lot 13R2R, F. Throop
No. 1511 Addition, being a revision of Lot 13R1, F. Throop No. 1511 Addition,
an addition to the City of Southlake, Tarrant County, Texas, and located at
1301 N. Carroll Ave., Southlake, Texas. Current Zoning: "CS" Community
Service District. SPIN Neighborhood #3.
DETAILS: The property is located near the northeast corner of N. Carroll Ave. and E.
Highland St.
The purpose of this request is consideration of a plat revision for property
described as Lot 13R1, F. Throop No. 1511 Addition. The site is owned by Carroll
ISD and is the location of Johnson Elementary School.
The plat revision subdivides the lot into two lots, creating a new .62 acre lot at
the far southern boundary adjacent to Highland Ave.

HISTORY: Property was annexed into the City in 1957. (Ord. No. 084)
May 2000: a Plat Showing for the school site was approved. (SP99-095)
October 2005: a Plat Revision was approved to create two lots separating
Johnson Elementary School from the old administration building. (ZA05-
088)
July 2010: City Council approved a site plan for improvements to the
visitor's parking lot, driveway, and granting a sidewalk variance. (ZA10-
034)
January 2011: City Council approved a site plan for new shade structures
and granting a variance to Zoning Ord. 480, Section 43.13(a)(2)
prohibiting membrane -type roof structures lying within a residential
adjacency overlay district. (ZA10-070)
May 2018: City Council approved a site plan for the addition of a
gymnasium, and additional classrooms and granting a variance for
vertical and horizontal articulation of the building additions and that the
building elevations be approved as presented; and also, in regards to the
bufferyards in Section 42 of the Zoning Ordinance and the Landscape
Ordinance 544-13, we are granting a variance for relief from the bufferyard
requirements and interior landscaping and to allow the bufferyards and
interior landscaping to remain as it currently exists on the site.( (ZA18-

January 2019: City Council approved a site plan for additional classrooms
and the relocation of the outdoor sports courts and granting a variance for
vertical and horizontal articulation of the building additions and that the
building elevations be approved as presented; and also, in regards to the
bufferyards in Section 42 of the Zoning Ordinance and the Landscape
Ordinance 544-13, we are granting a variance for relief from the bufferyard
requirements and interior landscaping and to allow the bufferyards and

COMPREHENSIVE PLAN: Consolidated Future Land Use Plan
The future land use designation for the site is Public/Semi-public
Purpose and Definition:
Public/Semi-Public areas are suitable for a wide range of public, civic, and
religious uses, such as government offices and facilities, public and
private schools, churches and related facilities (including parsonage and
parochial schools), cemeteries, and Public Parks/Open Space uses in
conjunction with these developments.

Sidewalks existing along both E. Highland St. and N. Carroll Ave.
TRANSPORTATION
ASSESSMENT: Area Road Network and Conditions
The Master Thoroughfare Plan shows S. Kimball Avenue as a 2-lane
undivided 88' arterial street. E. Highland Street (future Kirkwood Blvd.
along the property frontage) is shown as a 4-lane divided 88' arterial
street.
TREE CONSERVATION: Tree conservation is not proposed to be altered at this time.
UTILITIES: The site is served by an existing 10" water line.
This site is served by an 8" sewer main.

CITY STAFF HAS REVIEWED THE ABOVE REFERENCED PROJECT RECEIVED BY THE CITY ON
04/29/2024 AND WE OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE
HEREBY MADE CONDITIONS OF PLAT APPROVAL UNLESS SPECIFICALLY AMENDED BY THE
CITY COUNCIL. IF YOU HAVE ANY QUESTIONS OR NEED FURTHER CLARIFICATION, PLEASE

1. The following changes are needed according to Sections 3.03 & 3.06 of the Subdivision
Ordinance No. 483, as amended.
2. Place the City case number ZA24-0014" in the lower right-hand corner of the plat.
3. Provide an application fee payment in the amount of $423.60 Cash or check payments can be
made at the Utility Billing window, Suite 200 in Town Hall. Credit card payments may be made
online by following the steps below:
1. Go to httr)s://www.citvofsouthlake.com/
2. Click on the "Online Permits" green rectangle.
3. Click on "Pay Invoices" in the black strip.
4. Enter the invoice number (not the case number) in the search box (INV-00026973).
5. Click on the blue 'Pay Now" tab at the bottom right of the screen.
4. Remove physical improvements from the plat, such as trees, pavement, and contours.
5. The Owners Dedication shall reference both lots. Plat title and dedication need to be changed to
reference 12R1 R1 and Lot 13R1 R2.
6. Provide the standard approval block on the plat per appendix 9 for a Plat Revision. This should
include both P&Z and City Council approval blocks.
7. It appears this property lies within the 65'LDN D/FW Regional Airport Overlay Zone, requiring
construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance
No. 479. Additionally, the Avigation Easement and Release shown in Appendix 3 of the
Subdivision Ordinance No. 483 shall be executed on subsequent Plats to be filed in the County
Plat Records.

For Tarrant County filing, original signatures and seals will be required on two 24" x 36"
blackline paper copies prior to filing the plat. The copies will not be accepted if any erasures or
original ink, other than signatures or seals, appear on the plat. The paper copy must have a
minimum % inch space between the paper edge and border.

In addition to the City of Southlake impact fees, please be aware that through the wholesale
water customer contract with the City of Fort Worth, all new water connections are required to
pay the City of Fort Worth impact fee. The City of Fort Worth impact fee assessment is based
on the final plat recordation date and building permit issuance. The applicant is encouraged to
review the City of Fort Worth's assessment and collection of Impact Fees Guide to determine
the fee amount.
