A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT
FOR A MASS GATHERING FOR OKTOBERFEST LOCATED
BETWEEN N. CARROLL AVE., E. SOUTHLAKE BLVD.,
CENTRAL AVE., FEDERAL WAY, AND PROSPECT ST.,
SOUTHLAKE, TEXAS, BEING DESCRIBED AS SOUTHLAKE
TOWN SQUARE, CITY OF SOUTHLAKE, TARRANT COUNTY,
TEXAS, MORE FULLY AND COMPLETELY DESCRIBED IN
EXHIBIT "A", AND AS DEPICTED ON THE APPROVED SITE
PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS
EXHIBIT "B" AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering for Oktoberfest has been
requested by a person or corporation having a proprietary interest in the property zoned as "DT"
Downtown District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (36) of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council
have given the requisite notices by publication and otherwise, and have afforded the persons
interested and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general welfare
of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering for Oktoberfest, on property within
the City Of Southlake, Texas, located between N. Carroll Ave., E. Southlake Blvd., Central Ave.,
Federal Way, and Prospect St., location being described as Southlake Town Square, an addition
to the City of Southlake, Tarrant County, Texas, more fully and completely described in Exhibit
"A", and as depicted on the approved Site Plan attached hereto and incorporated herein as Exhibit
"B" and providing an effective date, subject to the provisions contained in the comprehensive

zoning ordinance and the restrictions set forth herein. The following specific requirements and
special conditions shall be applicable to the granting of this Specific Use Permit:
City Council motion:
May 7th, 2024: Approved (7-0), subject to the Staff Report dated April 30th, 2024, and approving
a specific use permit for Oktoberfest for a period of five years.

Informational Comments:
• Please note that any or all of the Mass Gathering regulations may be applied to
your event request. See Zoning Ordinance 480, as amended, Section 45.13.
• A Special Event Permit will be required every year for this event. Any
necessary sign and/or tent permits will also need to be submitted every year.
Each year, a current confirmation from the property owner will need to be
submitted to the city prior to that year's event.
• All food vendors associated with the event(s) shall be required to obtain
necessary Tarrant County Health Department permits.
• Promotional signage approval and permits by appropriate City staff for the pavilion
banner and small directional signs is required; and by the property owner for the
banners hung across Main Street; and, TxDOT for the electronic message boards
on S.H. 114.
The applicant understands that the small directional signs cannot be placed in the
public right of way. The applicant shall pursue permission from the City Engineer
to place signs in the median along Carroll Avenue at Federal Way and at Main
Street. Pursuant to Section 5.2.5 of Sign Ordinance 704, as amended, permission
may be granted by the City for public purposes. These signs are intended to direct
traffic to parking areas.
• On the date(s) of the event, anything that requires inspection cannot be moved,
modified, or changed after inspection.
• No obstructions of any kind are allowed on sidewalks or walkways.

• No tent stakes in the ground.
• No glass containers are allowed.

• Ensure emergency vehicle entry/exit access is maintained along Fountain and Grand. FD
recommends relocating carnival rides out of this corridor as the footprint of the rides block
portions of the emergency vehicle access.
• Food truck and food tent vendors must not block sidewalks with overflow storage and/or
active portable cooking appliances because of, among other things, potential burn hazards
posed to attendees using the sidewalks. FD recommends placing the vendors near the
edge of the street instead of the curb stop.
• Large generator placement must not block portions of the sidewalk. Placement should
follow IFC section 3106.6 listed here
3106.6 Electrical equipment and wiring.Outdoor assem-
bly events with concession stands or booths using electrical
equipment and temporary wiring for electrical power or
lighting shall comply with the applicable provisions of
NFPA 70 and Sections 3106.6.1 through 3106.6.1
3106.6.1 Outdoor use. Electrical equipment and wiring
shall be listed and labeled for outdoor use.
3106.6.2 Generators. Generators shall be installed not
less than 10 feet(3048 mm)from combustible materials,
and shall be isolated from the public by physical guard,
fence or enclosure installed not less than 3 feet(914 mm)
away from the internal combustion power source.
3106.6.3 Portable fire extinguishers. Each generator
shall be provided with an approved portable fire extin-
guisher complying with Section 906.

• Increase presence inside main beer tent and bar areas later in the evening on Friday
night and Saturday night.
• Consider adding a cutoff time for all alcohol sells that is consistent across all events
• Increase communication with event coordinators to end event on time and make
needed announcements to clear the area.
• Increase coordination with vendors to prevent them from obstructing roadway access
points for an inappropriate amount of time.

• We would prefer to have the large "Die Festhalle" tent moved off the grass and onto
the street, possibly Main Street.
• Please work with us to create a turf mitigation plan prior to the event.
• Please ensure not to blow the mulch out of the tree wells when power washing
streets and sidewalks, if so please replace.
• Please ensure all stationary trash cans in the park are emptied at the end of the event.
• Park site to be left in good or better condition than found before set-up.
• Please add the location of beer staging and dumpsters to the event site map.

This year will mark the 23111 anniversary of the Oktoberfest celebration hosted by
Southlake's Chamber of Commerce. In 2023,it is estimated that 50,000 people visited
throughout the weekend festival.
The 2024 Event Schedule is as follows:
Friday, October 4 12 p.m. — 11 p.m.
Saturday, October 5 10 a.m. — 11 p.m.
Sunday, October 6 12 p.m. —8 p.m.
The expanded hours on Friday and Sunday will provide additional opportunities for community
partners to participate as well as give attendees additional time to experience the food,unique
vendors, and entertainment of Oktoberfest.
German beer and German cuisine highlights the festival as well as many German craft
goods for sale. For the not so German there is a variety of other foods and hand crafted
arts and craft vendors. All these activities take place in Southlake's Town Square.
There is also live entertainment on the Gazebo. There is a Family Fun Zone with things such
as inflatables,train rides,fun slide, petting zoo, and other age appropriate activities.
The annual wiener dog race will take place on Saturday.
All activities and entertainment are consistent with the 2023 event. We request to
continue to have the ability to access the park property on the Thursday prior to the
event at 9am in order to load in and set up the large tent in the middle of the park. We
will not impact general parking or traffic flow. By allowing earlier access to the park,we
will then be able to complete the entire set up before midnight on that Thursday. In
addition,we would also like to continue having police presence until 9:30 p.m. to assist
with move out on Sunday.
We are respectfully requesting to be granted a Specific Use Permit for three years. Thank you.
