3. DISCUSSION
A. Citizen Satisfaction Survey Presentation
Corporate Business Manager for the city, Major Youngblood, presented the 2023
Citizen Satisfaction Survey. The city received 1,187 participant responses to the
survey from Southlake residents. The survey was designed to gather various
qualitative and quantitative measures on topics facing Southlake residents
including infrastructure, city growth management, development, and roads and
transportation. Survey results show Southlake resident quality of life at 98%,
which shows significant improvement from the 2021 survey. Roughly eight out of
ten survey participants say they receive excellent or good value from the taxes
they pay to the city, and that the city is delivering on some strategic objectives,
including outstanding customer experience. This survey did show a marked four -
point decrease in satisfaction with library services. Survey participants indicate
this is partly due to materials offered, study space, library programming, and
digital services, but 73% of respondents chose 'Other'. A total 38% felt that a
larger Library space is needed, and 18% felt that promises were not kept by the
Carillon developers regarding a new planned library. The city will utilize the
survey results as they start to plan for FY25.
B. Annual Report for Accreditation Presentation
City Librarian Cynthia Pfledderer presented the annual report for accreditation for
the Texas State Library and Archive Commission to the Board for approval. This
report is compiled in order to present the data that the library has met the
minimum qualifications necessary for being an accredited public library for the
State of Texas. This presentation focused on the finance and performance data
of the report. Total library operating expenditures for 2023 were at $1.1 million.
Administrative costs increased by $100,000 due with the rental of the new library
administrative space and another $75,000 for furniture. Per the report, cost per
capita for the library is $36.75, and that the Southlake community saved $9
million, which is a return of $287 on that $37 invested into the library. The library
collection has a total of 41,887 items, 3,111 eBooks and eAudiobooks, 150
electronic databases, with total collection volumes at 44,721. The total circulation
for the year was 430,455 items, which was an 8% increase over 2022. Library
visits totaled 112,123, an increase of 19%. There was also an increase in
programming and services, with 493 programs offered, which saw 40,986
attendees, for a 9% increase over FY22.
4. LIBRARIAN'S REPORT
City Librarian Pfledderer presented the annual performance data through
February 2024. Print circulation is at 26,959, which is a 7% increase for the
month, and 3% increase for the year. Digital libraries are at 6,118, with all digital
services at 8,104, which is a decrease from last year. Pfledderer has decided to

separate digital services on reporting from here forward to provide a clearer
picture of statistical trends, as some data counts towards State reporting, and
some does not. If looking at only the digital and print services that count towards
State reporting, the library is up 1 %. New library card registrations are 10%
higher than last year. Library traffic is up 34% for February, and 11 % for the year
so far. This increase can be attributed to story time attendance. Digital traffic is
down 15% for the month, with cloudLibrary down 9%. The library will employ
marketing push to help with these numbers, as the tactic has proven successful
with NewsBank. Story time numbers are up 32%, but adult programming
attendance is down 23%. Study room usage is up 45% for the year. Strongest
performers for the month of February were print circulation, Bookflix, Libby,
public computers and study rooms, youth story times, and programming. The
City Librarian also explained to the Board the differences between Libby and
cloudLibrary, and why both are offered.
5. LIBRARY FOUNDATION OF SOUTHLAKE UPDATE
Lori Burr presented to Board that the Foundation will be bringing in an author in
July and will also be working in partnership with the library to hold a junior literary
magazine camp this summer.
6. NEW BUSINESS
No new business.
7. PUBLIC FORUM
The public forum opened at 5:50 p.m. asking anyone wishing to speak to come
forward. There being public in attendance, the forum was closed at 5:51 p.m.
8. ADJOURNMENT
The next meeting will be scheduled for May 8th, 2024, at 6pm.
