Call to order Board President Martin Schelling called the meeting to order at 6:01 p.m. 2. Consider approving the minutes from the October 24, 2023 Community Enhancement and Development Corporation meeting A motion was made to approve the minutes from the October 24, 2023 meeting. Motion: Sturtevant Second: Mundlin Ayes: Schelling, Pazera, Mundlin, Sturtevant, Kolb, E. Wang Nays: None Abstain: None Vote: 6-0-0 Motion Carried — APPROVED 3. Economic Development a. Review and discuss the Southlake Open Rewards Program November 28, 2023 CEDC Minutes Economic Development Specialist Stephanie Bernard and Tourism Marketing Manager Hillary Cromer provided the Board an overview of the Southlake Open Rewards program plan to be launched in January 2024. The information presented included: • 5% cash back for shopping, dining, and entertainment in Southlake • -r320 Businesses in the program • Marketing & Communication plan b. Review and discuss the implementation of strategic priorities for FY 2024 Director of Economic Development and Tourism Daniel Cortez provided the Board a brief overview of strategic priorities for FY 2024. He noted the Board will continue to review and provide feedback on the Workforce Attainment and Development Plan, participate in incentive requests, and provide feedback on marketing efforts the City will be developing for target industry business attraction. 4. Staff reports: a. Financial Reports i. The Marq Southlake financial highlights and membership sales report Board Treasurer Sharen Jackson provided the final numbers regarding Champions Club and Legends Hall membership trends and revenue for FY2023. Mrs. Jackson informed the Board that the Marq overall is exceeded target cost recovery at 73% with a target of just under 60% for the year. Legends Hall is exceeded the target cost recovery as well at just under 51 with a target of 33% for the year. Mrs. Jackson also informed the Board that Champions Club is doing very well, and exceeded target cost recovery of 67% at just under 79%. She noted Champions Club is experiencing an expected reduction of memberships, as many college students return to school. ii. Sales tax report Board Treasurer Sharen Jackson presented the Board with the most recent sales tax data. She stated that the most recent sales tax collections for the month of September 2023 are 19.98% higher than FY2022. b. Economic and development activity report Director of Economic Development and Tourism Daniel Cortez provided the Board with an update regarding the 2024 CEDC meeting schedule and asked that they review and make him aware of any conflicts. 5.
