24-015 RESOLUTION NO. 24-015
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, APPROVING; THE CITY MANAGER'S
DESIGNATION OF ACTING CITY MANAGERS.
WHEREAS, the City of Southlake, Texas is a home rule city acting under its
chapter adopted by the electorate pursuant to Article XI, Section 5 of. the Texas
Constitution and Chapter 9 of the Local Government Code; and
WHEREAS, pursuant to Section 4.15 of the Southlake City Charter, the City
Manager shall designate a qualified administrative' officer of the City to perform the duties
of the City Manager in her absence or disability subject to the approval of the City Council;
and
WHEREAS, the appointment of former Assistant City Manager Alison D. Ortowski
as City Manager effective February 1, 2024, has created a vacancy in the City Manager's
Office; and
WHEREAS, there exists an additional vacancy of one FTE in the City Manager's
Office due to a recent internal promotion; and,
WHEREAS, a review of the operations of the City Manager's Office by City
Manager Ortowski has identified a need to re-establish the additional Assistant City
Manager position that until June 2020 had served as part of the City Manager's Office
team.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE:
That Assistant City Manager Stacey Black and Assistant City Manager James
Brandon be designated as Acting City Managers in the absence or disability of the City
Manager.
This resolution shall become effective after its passage and adoption by the City Council.

RE: Designation of Acting City Manager
Dear Ms. Shelley:
Following my appointment by City Council as City Manager effective February. 1, 2024, I initiated a review
of the operations of the City Manager's Office, carefully considering the effects of the departure of City
Manager Yelverton's considerable leadership talents, institutional knowledge, and experience coupled
with the evolving needs of our dynamic city.
Based on this review and to ensure the ongoing success of our leadership capabilities and service
delivery, I made the decision to backfill the Assistant City Manager position left vacant by my appointment
and to further modify our structure by re-establishing the additional Assistant City Manager position that
until recently had served as part of the City Manager's Office team. Subsequently, I have made offers of
promotion to Senior Director of Human Resources Stacey Black and Police Chief James Brandon to fill
these positions and serve as the City's next Assistant City Managers, effective April 22, 2024.
Chapter IV of the Southlake City Charter provides that the City Manager "shall designate by letter filed
with the City Secretary, a qualified administrative officer of the City to perform the duties of the City
Manager in his/her absence or disability. Such designation shall be subject to approval of the Council."
As such, with this letter, I am designating Stacey Black and James Brandon as Acting City Managers.
This designation is made pursuant to the requirements of the Southlake City Charter and subject to
approval of Resolution No. 24-015, placed for consideration by the Southlake City Council at their May 7,
2024, meeting.
