Requested: City Council approval of Resolution No. 24-015, approving the City
Manager’s designation of Acting City Managers
Background
Information: Following my appointment by City Council as City Manager effective
February 1, 2024, I initiated a review of the operations of the City
Manager’s Office, carefully considering the effects of the departure
of City Manager Yelverton’s considerable leadership talents,
institutional knowledge, and experience coupled with the evolving
needs of our dynamic city.
Based on this review and to ensure the ongoing success of our
leadership capabilities and service delivery, I have backfilled the
Assistant City Manager position left vacant by my appointment and
further modified our office organizational structure by re-establishing
the additional Assistant City Manager position that until recently had
served as part of the City Manager’s Office team. This position takes
advantage of a second vacant FTE in the City Manager’s Office
resulting from another recent internal promotion.
Section 4.15 of the Southlake City Charter states that the City
Manager “shall designate … a qualified administrative officer of the
City to perform the duties of the City Manager in his/her absence or
disability. Such designation shall be subject to approval of the
Council.”
Resolution No. 24-015 approves the designation of Assistant City
Manager Stacey Black and Assistant City Manager James Brandon
as Acting City Managers in the absence or disability of the City
Manager.
Financial
Considerations: There is no financial impact associated with the designation of Acting
City Managers as proposed in Resolution No 24-015. However, the

conversion of one available FTE in the City Manager’s Office to re-
establish the additional Assistant City Manager position will require
a modification to the City Manager’s Office department budget for FY
2025. However, any modification will be included in the overall
proposed budget that will align with the City’s long-established
financial guiding principles.

RESOLUTION NO. 24-015
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, APPROVING THE CITY MANAGER’S
DESIGNATION OF ACTING CITY MANAGERS.
WHEREAS, the City of Southlake, Texas is a home rule city acting under its
chapter adopted by the electorate pursuant to Article XI, Section 5 of the Texas
Constitution and Chapter 9 of the Local Government Code; and
WHEREAS, pursuant to Section 4.15 of the Southlake City Charter, the City
Manager shall designate a qualified administrative officer of the City to perform the duties
of the City Manager in her absence or disability subject to the approval of the City Council;
and
WHEREAS, the appointment of former Assistant City Manager Alison D. Ortowski
as City Manager effective February 1, 2024, has created a vacancy in the City Manager’s
Office; and
WHEREAS, there exists an additional vacancy of one FTE in the City Manager’s
Office due to a recent internal promotion; and,
WHEREAS, a review of the operations of the City Manager’s Office by City
Manager Ortowski has identified a need to re-establish the additional Assistant City
Manager position that until June 2020 had served as part of the City Manager’s Office
team.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE:
That Assistant City Manager Stacey Black and Assistant City Manager James
Brandon be designated as Acting City Managers in the absence or disability of the City
Manager.
This resolution shall become effective after its passage and adoption by the City Council.
