MEMBERS PRESENT: Daniel Kubiak, Michael Forman, Austin Reynolds, Michael Springer, and
Stacy Driscoll
MEMBERS ABSENT: Gina Phalen and Lora Gunter
STAFF PRESENT: Director of Planning and Development Services Dennis Killough, Planning
Manager Reagan Rothenberger, Commission Secretary Melissa Burnett, and Administrative
Assistant Bless Nkashama.
WORK SESSION:
1. CALL TO ORDER: 6:00 P.M.
2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code,
Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session
may be held, under these exceptions, at the end of the Regular Session or at any time during
the meeting that a need arises for the Planning and Zoning Commission to seek advice from
the City Attorney as to the posted subject matter of this Planning and Zoning Commission
meeting. Section 551.071: Consultation with attorney.
No Executive Session was held.
3. Recap of the City Council’s action and discussion on Planning & Zoning recommended cases.

Chairman Kubiak gave a brief overview over the meeting and public hearing process.
5. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING
COMMISSION MEETING HELD ON MARCH 21, 2024.
A motion was made to approve item 5 on the agenda noting that these are the revised
minutes for the March 21, 2024, meeting.

6. Consider: CP24-0002, Amendment to the City of Southlake Consolidated Future Land
Use Plan, an Element of the Southlake Comprehensive Plan for Brumlow East, for
property described as a portion of Tract 1A, Harrison Decker Survey Abstract 438, and
portions of Tracts 2E04, 2E06, and 2E07A, John N. Gibson Survey Abstract 591, City of
Southlake, Tarrant County, Texas and located at 1719 E. Continental Blvd. and 1451 – 1537
Brumlow Ave., Southlake, Texas. Current Zoning: “AG” Agricultural District. Current Land
Use Designation: Industrial and Flood Plain. Request: Change the Industrial Land Use
Designation to Mixed Use. SPIN Neighborhood #8. PUBLIC HEARING
Planning Manager Reagan Rothenberger provided a formal presentation of Item number 6
and Item number 7 per Chairman Kubiak’s request. Questions were asked.
The applicant – Martin Schelling, 2665 North White Chapel Blvd., Southlake, Texas came
forward. Questions were asked.
Chairman Kubiak opened the public hearing. Ryan Jacobson, 1218 Woodsey, Southlake,
Texas came forward and voiced his support of the item.
A motion was made to approve Item 6, CP24-0002, subject to the staff report dated March
28, 2024, noting the applicant’s willingness to evaluate traffic calming on the north south
stretch of the roadway within the development.

7. Consider: ZA24-0007, Zoning Change and Development Plan for Brumlow East, on
property described as a portion of Tract 1A, Harrison Decker Survey Abstract 438, and

of Southlake, Tarrant County, Texas and located at 1719 E. Continental Blvd. and 1451 –

Requested Zoning: “TZD” Transition Zoning District. SPIN Neighborhood #8. PUBLIC

A motion was made to approve Item 7, ZA24-0007, subject to the staff report dated March
28, 2024, also subject to the Development Plan Review Summary number two dated March
28, 2024, noting the applicant’s willingness to evaluate traffic calming on the north south
stretch of the roadway within the development.
