SP-2 USE AND REGULATION DOCUMENT
The purpose of this site plan application is for the new construction of the City of Southlake Municipal
Service Center located at 1630 Brumlow Avenue. The project will consist of 3 main building structures —
the Service Center Administration Building, a Public Safety Training Tower and the Service Center Service
Bay. Additional site structures will be provided that include covered parking, a fuel island with canopy, a
covered pole storage structure, a materials bin storage space with large concrete block walls and a canopy
cover, fencing, gates and trash and recycling dumpsters. A large Service Yard is to occupy a majority of
the eastern section of the property. Access drives and the service yard will be concrete paving.
Landscaping and irrigation will be included in the development of the site. Parking spaces are provided for
visitors, staff and service vehicles that meet the city's required parking count.
The Administration Building will be two stories in height and will have exterior walls constructed of concrete
tilt -wall panels with an integral brick masonry pattern that will be painted. The Public Safety Training Tower
will be a 4-story concrete structure with integral colored concrete block as a masonry building face. The
Service Center will be a pre-engineered metal building with a painted steel panel skin and a metal roof.
The dumpster enclosure shall be of integrally colored split faced concrete masonry units (CMU) block. All
canopy covers will be metal framed with a metal roof.
Access to the Administration Building will be available to the public with limited access to the Public Safety
Training Tower and the Service Bay Bung through a secure gate.
The zoning for the project is being changed from the current zoning of AG (Agricultural) to S-P-2 zoning. A
zoning change request will be included as part of the site submittal. A 5' buffer yard will be provided along
the full length of the north property line. A 10' buffer yard will be provided at the west property line along
the Brumlow Avenue right-of-way. No buffer yards shall be provided at the east, south and the west
property line (west of the special vehicle covered parking). A new 15' sanitary sewer easement is
proposed along the west property line (west of the special vehicle covered parking) to provide access to
the city sanitary sewer system. This will allow access to the easement without having to cross the existing
40' pipeline easement that separates the site. A new Public Right -of -Way will be dedicated for the future
widening of Brumlow Avenue and for the proposed future roadway at the south end of the property.
The site has few existing trees throughout the majority of the site, with an extensive number of trees on the
eastern side of the site. The majority of these eastern trees will remain undisturbed, with a few of them
needing to be removed due to the floodplain mitigation that will be required for the site. A pond will be
created for the benefit of the facility staff.
Construction is anticipated to begin in September of 2024,
