Board Members Absent: None Staff Members Present: Director of Community Services Malcolm Jackson, Steve Polasek, Deputy Director of Community Services and Chris Carpenter, Senior Parks Planner. Guests: None REGULAR SESSION Agenda Item No. 1. Call to Order Chairman Cornish called the meeting to order at 7:02 p.m. REPORTS Agenda Item No. 4. Administrative Comments The following administrative comments were announced: A. Name Badges — Lapel name badges have been ordered for Parks and Recreation Board members and should be available at the next Park Board meeting. B. Southlake Tennis Center News — A one -page update on tennis center events and community activities will be included in the Park Board meeting packets on a regular basis. C. Letter of Request for Trail/Sidewalk to Bicentennial Park — Board members received a copy of a letter from Dan Henry and residents from the Shady Oaks Drive area requesting a trail and/or sidewalk be constructed along Shady Oaks Drive to allow residents access to Bicentennial Park. A copy of the response letter from Director Malcolm Jackson is also attached to Mr. Henry's letter. The remaining items under Administrative Comments were considered after the Consent Agenda consideration. A motion was made to approve the November 8, 2004 meeting minutes as corrected. Motion: Cox Second: White Ayes: Cornish, Cox, Durham, Galpin, Georgia, Mills, Peebles, Rawls and White Nays: None Abstention: None Vote: 9-0 Motion carried. ADDITIONAL INFORMATION ON CONSENT ITEMS Agenda Item No 3-A Approval of the November 8 2004 meeting minutes. Minutes were approved with corrections to motions under item 5-B, Election of Officers, and a notation added under item 6-A, Log Cabin, that Bobby Rawls left the meeting. REGULAR AGENDA Agenda Item No. 4. Public Forum Chairman Cornish opened the Public Forum. No one was present to address the Board. Public Forum was closed. Agenda Items No 5-A Absence of Parks and Recreation Board members (standing item- . There were no absences to consider at this meeting. The Board returned to consideration of Item 2, Administrative Comments. Agenda Item No. 4. Administrative Comments — Continued Master Plan and Trails Plan Update and User Survey Results — A copy of the PowerPoint presentation of the results of the recent Parks and Recreation Study survey conducted by Decision Analyst will be attached to the approved minutes of this meeting on file in the Office of the City Secretary. The presentation by Senior Park Planner Chris Carpenter reviewed the background which motivated the need for a survey, the objectives of the research to determine usage levels of the parks, trails and recreation facilities, identify areas of satisfaction and dissatisfaction with current facilities and gain insight into recreation development December 13, 2004 Parks Board Meeting Minutes Page 2 of 4 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 Official Minutes Approved by Parks and Recreation Board 1/10/05 preferences. The methodology used in conducting the survey was explained and an executive summary and detail report on the survey findings was offered. The survey results revealed that park satisfaction levels remain high from the 2001 survey, and open space and trails remain high on the list of additional components desired by respondents. The survey results will be used for all of the public meetings to come in the near future to update the Park Master and Trail Master plans as well integration into the 2025 Plan. Some of the Board members expressed their desire for Southlake to have a recreation center. Park Board members expressed a desire to hold a couple of evening or weekday work sessions on the parks and trails master plans. Staff will notify the board of the designated dates for the work sessions. The scheduled SPIN meetings will be posted as "Joint SPIN and Parks and Recreation Board" meetings. Ms. Galpin left the meeting around 8:1Op. m. Agenda Item No. 6. Discussion: -- No items this meeting Agenda Item No. 7. Liaison Reports Board members reviewed the following: (a) Recreation/Special Events — The annual Christmas Tree Lighting ceremony held November 20 at Town Square was well attended Breakfast with Santa was held on December 10, which offered young and old alike the opportunity to meet Santa in person. (b) Youth Sports Associations — Basketball is in session and the lacrosse season is coming to a close. (c) Community Groups — No report this meeting. (d) SPIN — A meeting was held December 6 on the nature center. Approximately 20 residents attended and expressed positive opinions on the center. Representative from KSB and the Mounted Patrol attended the meeting. (e) SPDC — SPDC held a public hearing on December 7, 2004 to approve the sale of bonds for funding the acquisition of property for park use. (f) JUC — No report this meeting.
