Guests: None REGULAR SESSION Agenda Item No. 1. Call to Order Chairman Cornish called the meeting to order at 6:38 p.m. CONSENT AGENDA Agenda Item No. 2. Consider: Recommendation to approve revisions to the Parks, Recreation and Open Space Master Plan Preliminary to presentation of the revisions to the Park Master Plan, the developer of the property on the west side of North White Chapel Boulevard, across from the softball fields in Bob Jones Park, addressed the Board. Paul Spain, developer of SS-acre site on the west side of North White Chapel Boulevard, presented a proposed concept for a 55-acre development and its potential impact to the Corps of Engineers property, which is incorporated into the Park Master Plan, and asked the Board for feedback. The developer is proposing an open space 10-acre park and a 3-acre park abutting the area's natural cliffs. The developer also proposes that the trails on the cliff (both high and low side) connect the trails at Bob Jones Park. Staff has not had any formal meetings with the Corps of Engineers about the proposal. The area is not designated as "environmentally sensitive" and may be subject to use of re-mitigation grant funds. Staff has discussed with the developer the possibility of having an ingress/egress point off North White Chapel to provide parking amenities as well as some enhancement to the water features on the Corps' property. Staff does not anticipate any complications with the proposed site from the Corps office. The Board was especially interested in the potential future lease of the Corps property, which would complement the rest of the park. Although the cost of a lease with the Corps would be minimal, the cost of reclamation and restoration of the property and the availability of Federal funds to do so and other maintenance and initial cost issues need to be investigated as well as any development limitations imposed by the Corps. Senior Park Planner Chris Carpenter briefly reviewed the revisions to the Park Master Plan. The following recommendations were provided by the Board: • Add batting cages at the softball complex in Bob Jones Park • Incorporate fitness stations to interior trails at Bicentennial Park, Bob Jones Park, and Royal and Annie Smith Park • Add three-sector locator map for parks • Goals, Section 2 - move further back in the Plan, perhaps prior to Section Implementation, and remove phrase "Action Items" • Entire Plan(s) should have uniform appearance in layout • Maps should be somewhat more detailed where required • Historical Structures (log cabin, parts of log cabin, rock house or other historical structures) - Amend the sentence in the Noble Oaks text (pg 7-5) referring to the historical log cabin to say: "The Park Board has indicated Noble Oaks Park, Royal and Annie Smith Park, Bicentennial Park and Summit Park (also known as Brownstone Park), among others are well suited for the reconstruction and display of Southlake historical structures." Insert this sentence in the text sections for the other parks Royal and Annie Smith Park, Summit Park and Bicentennial Park. • Noble Oaks Park - Delete whole second paragraph in text and insert sentence noted in bullet point above. • Add date reference • Insert separate page(s) for descriptive text if needed to provide further details about the log cabin or other historical structure. • Make the sequence of the maps consistent with the description of the parks found in the text section. • Put overview maps, environmental and park maps in front of the concept plans. • Page 5-1 - discrepancy in the wording of the text - Tucker and Farhat referred to as "natural areas," but in table they are included with Bob Jones Park as "city park." To be consistent, separate out Tucker and Farhat and call them "natural area." • Page 5-2 - Corps of Engineers (COE) Lease - Put "6 miles" in COE lease column, which brings total to miles. • Trail Master Plan, Page 8 - discrepancy in wording of content under "Trail Preferences" section. Replace the word "priorities" with "need" in the second black bullet point - it is a top need. If left in it should be changed to read: "The goals 3 in the Plan are based on subject content and not rank order." Leave off 4 numbers. Alphabetize goals "C-D-E-1-P." 5 • Page 1-1 - Capitalize "Recreation" in "Park recreation" 6 • Page 1-2 - "205% change" in middle of last paragraph above table 7 • Page 7-5 - Royal and Annie Smith Park. Seventh sentence - correct "bery" 8 • Page 7-3 - First sentence, third line after "Bob Jones Park...." Change to 9 "which totaled" instead of "eventually totally." 10 • Page 7-3 - Ninth line from "Bob Jones Park subtitle. Change "and" to 11 "an" in the sentence "On the far north drive entrance and equestrian parking 12 lot 13 • Page - Coker Property. Correct spelling of Meadowmere. 14 • Page - Kirkwood. Check spelling of text. 15 • Page 7-8 - Southlake Sports Complex. Make capitalization consistent on third 16 dot 17 • Page 7-9 - Second line. "SPDC purchases property in the late 1990's from a 18 previous commercial owner who had stored..." 19 • Maps - First map (overview) under "Public Parkland" - Since the Senior 20 Center is not parkland it should be removed from that inventory and placed in 21 a separate category. Also need to change map color for Senior Center. 22 • Maps - Under Schools. Correct spelling on Florence Elementary School 23 • Koalaty Park, item No. 17 and Noble Oaks are shown in light green 24 (undeveloped); should be developed. Remove "undeveloped" designation 25 since every park is partially developed and change to "Park Land." 26 0 Parks Plan is printed in Arial font; Pathways is printed in Times Roman, 27 double-spaced. Use same font (Times New Roman) without double-spaces. 28 * Regarding the desire to reach a conclusion in the Plan whether the City has 29 enough land, whether it has the right land, and to quantify what facilities 30 shortfall exist on a built-out basis, the matrix identifies the facility shortfalls 31 but there is not any text where it specifically states there is enough land or 32 whether the City has the right land. End of Section 6 offers a summary of the 33 City's land needs versus land acquired, however, it would be more effective if 34 the language were stronger to show the proper conclusion is that the City has 35 enough land, but it's not the right land. Insert an emphatic statement to that 36 effect. Perhaps add a paragraph in Section 7 after Bob Jones Park that talks 37 about future COE possibilities, potential other leases and neighborhoods. Also 38 put it in the conclusions section on Page 6-2, Page 6-3. The language for the 39 categories needs to be very blunt in terms of what is acquired and what is 40 needed for built-out. 41 • It would be applicable to include comments about the City's Tree City USA 42 designation. Put in an introduction paragraph as a defining or scope statement. 43 • Bold and capitalize "neighborhood parkland" and "city park." A Planning & Zoning Commission work session will be held June 9. A motion was made to approve revisions to the Park Master Plan as noted during previous discussions, including the corrections and changes that have been eluded to this evening. Consider: Recommendation to approve revisions to the Trail System Master Plan (Southlake Pathways) Senior Park Planner Chris Carpenter led the discussion about revisions to the Trail Master Plan. The following are some of the recommendations and comments provided during that discussion. • Councilmember Morris requested adding an on-road route on Pine Street to provide access to Bryon Nelson Parkway. Staff will note both alternatives on-road and off-road - on the Plan. • No. 4. Bob Jones spur over to T.W. King. • No. 24 Vermillion built sidewalks in the development, then stub out of Royal and Annie Smith Park, meets the existing trail system and down a small piece of Johnson Road. Will be shown as mostly existing. • Page 13. No. 35-N. Need to put "Shady Oaks" • Also same on No. 15. Insert Oaks in North Shady. • Differentiate between 18N and 18F • No. 13W. With the reworking of Dove Road and the construction of the DPS north facility, when will the status be changed from "plan" to "program"? Construction plans have not been submitted and the project is at least a year out. • Page 17. The statement "It is important to note that sidewalks (ie. Pathways) of less than eight feet in width are not bicycle facilities" should be modified to reflect it is a two-way multi-use trail. Page 12 was specifically mentioned. 2 What is the difference between 6-foot nominal width natural equestrian/hiking 3 and 6-foot nominal width informal trail? There are also 8-10 foot paved 4 pathways and multi-use trails? Staff will insert a definition list. 5 • Page 15, last line of text - Change "sagely" to "safely." 6 • Have a single reference to AASHTO, ADA and TDLR to say the City abides 7 by those rules in a summary paragraph about the computation that goes into 8 determining what kind of facilities are appropriate, etc. 9 • Check map Sidewalk ends about where the No. 33 starts on the right side. 10 • Confirm Lonesome Dove Park, pool supply property and other smaller parks 11 are shown on the 2005 Trail System Master Plan. 12 • Condense text.
