Guests: None REGULAR SESSION Agenda Item No. 1. Call to Order Chairman Cornish called the meeting to order at 7:00 p.m. REPORTS Agenda Item No. 2. Administrative Comments A. Park Board Report at July 19, 2005 City Council Meeting - Mike Mills will present the Park Board Report at the July 19 Council meeting; Cara White volunteered to substitute if needed. CONSENT AGENDA Agenda Item No. 3A. Consider: Approval of the Southlake Parks and Recreation Board meeting minutes of May 9, 2005 and May 31, 2005 meetings. A motion was made to approve the meeting minutes of May 9, 2005, striking the last part of the sentence on Page 3A-5, Line 4-5, from "but..." to the end of the sentence. Motion: Georgia Second: Durham Ayes: Cornish, Durham, Galpin, Georgia, Rawls, and White Nays: None Abstention: None Vote: 6-0 Motion carried. The Park Board agreed to Table consideration of the May 31, 2005 meeting minutes until the next meeting due to abstentions from Bobby Rawls and Cara White. Public Forum Chairman Cornish opened the Public Forum. There was no one present to speak during Public Forum. Public Forum was closed. Agenda Item No. 5A. Consider: Absence of Parks and Recreation Board Member(s) standing item The Board considered the absences of Cara White and Bobby Rawls from the Special Park Board meeting held May 31, 2005. A motion was made to excuse Cara White and Bobby Rawls from the May 31, 2005 meeting. Motion: Georgia Second: Galpin Ayes: Cornish, Durham, Galpin, Georgia, Rawls, and White Nays: None Abstention: None Vote: 6-0 Motion carried. Agenda Item No. 5B. Consider: Recommendation to Acquire an Easement for Timarron Trail Connection Acquisition of the pedestrian access easement will complete the gap in the existing Timarron trail system from South White Chapel to the former Information Building. The easement area is located in the southwest corner section of South White Chapel and Continental Boulevard to the existing public connection. There will be no cost for the easement itself. Currently, $40,000 exists in FY 2004-05 Park Dedication budget for design and construction of the trail. The consultant has completed the plans and easement documents and the landowners (Timarron Homeowners Association) are willing to comply with the easement and trail routes. A motion was made to approve the acquisition easement for the Timarron trail. Consider: Matching Funds Request from Southlake Girls Softball Association (SGSA) for Purchase and Construction of Playground at Bob Jones Park The Southlake Girls Softball Association (SGSA) Board has approved the expenditure of up to $100,000 to construct a playground and shade structure at the softball fields in Bob Jones Park and is seeking approval for matching funds from the City. The playground will consist of the playground equipment, a rubberized play surface, a canopy shade structure and a fence, which was added at the Park Board's recommendation. The site plan for Bob Jones Park included the addition of the playground. The City's share of the matching funds project would be up to $90,000 from the SPDC Matching Funds line item. Matching Funds are available in the FY 2003-04 SPDC budget. Brent Strehlow, Southlake Girls Softball Association Board member, 210 Swallow Oak, made a brief presentation about the proposed materials and modular design of the playground. Board members asked about ADA compliance, the multi-purpose of the awnings/canopies (shade and protection), budget breakdown of the estimate from Playwell Group, maintenance and warranty issues, entrance/gate information, future parking and the factors involved in selecting the vendor. Mr. Strehlow agreed to provide the Board with warranty information. SGSA said the Association has funds available for installation of picnic tables and trash receptacles, separate from matching funds. Although the current proposal did not include a fence, Park Board members recommended that one be included in the construction using matching funds. A motion was made to approve the matching funds for the Southlake Girls Softball Association up to the amount of $90,000 for the express purpose of playground equipment and installation, including surface, shade canopy and plaque for a handicapped-accessible playground area in Bob Jones Park. Motion: Georgia Second: Rawls Ayes: Cornish, Durham, Georgia, and Rawls Nays: None Abstention: White, Galpin (Both members do not oppose the project, but abstained because they required more time to review the project and would like more details on the playground and the playground budget prior to allocating $90,000) Vote: 4-0-2 Motion carried. This item will move forward to SPDC. Park Board made a recommendation that staff modify the current Matching Funds Request form to include more details. Consider: Recommendation of Award of Bid for Snorts Officiating and Scorekeeping Services Three vendors submitted bids for officiating and scorekeeping services for city-managed athletic programs on April 12, 2005. A-1 Sports submitted a bid of $2,805 for Section E, First Communications, Inc. submitted a bid of $2,600 on Section F and Crowley Sports Officials submitted a bid of $76,734 for Sections A, B, C, D and G. Since bids from First Communications and A-1 Sports are under $25,000, no action is required by the Board relating to their services. Park Board and City Council approval is necessary for compliance with applicable State laws to award bid to Crowley Sports Officials. Funding for these services is included in the proposed FY 2005-06 budget. A motion was made to recommend to the City Council to award of bid to Crowley Sports Officials for sports officiating and scorekeeping services. Consider: Appointment of Parks and Recreation Board Representative to the 50th Anniversary Planning Committee The Board was asked to appoint one (1) representative from the Parks Board to serve on the 50th Anniversary Planning Committee, which will plan and coordinate activities during 2006. It was originally recommended that this item be Tabled until the full board is present. Mike Mills had indicated to staff an interest in serving on the Committee. Mary Georgia also was interested in serving. Board members favored having two members serve as co-representatives from the Park Board. A motion was made to appoint Ms. Georgia as the Park Board representative to the 50th Anniversary Committee with Mike Mills as a co-representative. Consider: Approval of Name for the Proposed Dog Park to be 4 Located in Bob Jones Park 5 6 The third annual pet event is currently being planned for late October and the need exists 7 to formally choose a name for the dog park. Jan Ekonomy, the lead contact for the 8 BooBoo's Buddies organization, has suggested the name of "BooBoo's Buddies 9 Community Dog Park" as a preference. 10 11 Board members supported the proposed name of "BooBoo's Buddies Community Dog 12 Park." 13 14 A motion was made that the Park Board accept the name for the dog park as 15 "BooBoo's Buddies Community Dog Park" within Bob Jones Park. 16 Motion: Durham 17 Second: Rawls 18 Ayes: Cornish, Durham, Galpin, Georgia, Rawls, and White 19 Nays: None 20 Abstention: None 21 Vote: 6-0 22 Motion carried. 23 24 Jan Ekonomy, BooBoo's Buddies organizer, was present, but did not make a formal 25 presentation. 26 27 Agenda Item No. 6. Discussion: No items this agenda. 28 29 Agenda Item No. Liaison Reports: 30 31 A. Recreation/Special Events - Southlake Stars & Stripes is planned July 3 at 32 Town Square, with fireworks at 9:30 p.m. The Family Campout held May 33 31 as well attended and the families enjoyed activities such as smors, 34 storytelling and hot dogs. The Verizon LUGE had a huge turnout for the 35 event two-day event and received great publicity. 36 37 B. Youth Sports Associations - Basketball and volleyball leagues are 38 underway. SBA tournament is coming up as well as softball tournaments 39 this week. The Southlake Tennis Center will also be hosting its annual 40 tournament in about two weeks. 41 42 C. Community Groups - About 10 volunteers worked on June 4 during the 43 Bob Jones Park Trail Clean Up. Thirty-six participants took the nature 44 hike, "Nesting Friends" with Dr. Ray Chancellor on June 11 at Bob Jones 45 Park. Four panels of his artwork were presented to the Bob Jones Nature 46 Center for future display at the center. Southlake Sister Cities is preparing for the July 19-24 visit to Tome-City, Japan and will host Japan Orientations on June 20 and June 21. D. SPIN - SPIN will meet June 14. E. SPDC - No report. F. JUC - JUC will meet June 23 to review the status on Carroll Intermediate School. Staff attended the CISD Board of Trustees meeting last week. G. City Council Quarterly Reports - Mike Mills will handle the July 19 Park Board Report to City Council. Liz Durham announced she will be out of town at the next Park Board meeting. Agenda Item No. 8.
