24 Agenda Item No. 2. Administrative Comments

26 A. Rock House (Carroll and Continental) - A 1940's style house, located at
27 South Carroll and Continental has been offered at no charge to the City
28 and the Southlake Historical Society. The house contains a unique exterior
29 of petrified wood, sand stone, and a couple of fossils. Given that the house
30 itself has little historical value, coupled with the initial cost of moving the
31 house ($20,000), future cost to move to a permanent location, and
32 expenses for construction of a slab, renovation, and utilities, the City and
33 Southlake Historical Society recommend pursuing only the removal and
34 acquisition of the exterior stone and petrified wood at a cost of $5,000.
35 The stone and wood may be utilized and recognized in conjunction with a
36 future park development project.

38 B. Final Master Plan Documents - The "2005 Trail Pathways Master Plan"
39 and the "2005 Parks, Recreation and Open Space Master Plan" were
40 distributed to the Park Board with an explanation of the corrections.

42 C. Parks Maintenance Staff Participation in TRAPS Region 2 & 3 Metro
43 Rodeo - Parks maintenance staff competed with 24 city teams in various
44 rodeo events last week, acquiring 4th place. The staff members will be
45 recognized at the October 18 council meeting.

1 D. DFW Parks Director's Award - Staff was recently awarded the "2005
2 Innovations and Programming Award" by Dallas/Fort Worth Parks
3 Directors for the wheelchair program initiated by former community
4 services director Malcolm Jackson.

30 The Board considered the absence of Park Board member Liz Durham from the
31 September 13, 2005 meeting due to undergoing surgery that day.

43 Agenda Item No 5B Consider: Reassessment of Denton County Historical Bridge
44 Relocation Project as Carried in the Park Dedication Fund

46 Earlier this year, the City was offered the Gregory Road bridge, a historic 1923, 66-foot
47 road bridge from the Denton County Road and Bridge Department as part of their bridge

1 replacement program. The County would be responsible for dismount of the bridge from
2 its current abutments and placement on heavy transport provided by the City. The City
3 would be responsible for transport and any costs associated with restoration and securing
4 it in its new location. The relocation and setting of the bridge was originally estimated
5 and recommended for approval at $20,000 and Park Dedication Funds were designated
6 for the relocation of the bridge to Southlake. Staff's recent cost analysis, however,
7 indicates the price would exceed $100,000 for relocation, abutments, and restoration.
8 Based on the existing funding and in view of the estimated costs and other issues
9 involved, the Board was asked to reconsider the acquisition of the Denton County bridge.

11 Board members discussed abandoning the acquisition of the Gregory Road bridge at this
12 time and reallocation of the Park Dedication Funds previously approved for the project.

14 The Board will provide staff their list of recommended projects that the $20,000 Park
15 Dedication Funds may be reallocated for and considered at a future Park board meeting.

17 A motion was made to deny the Denton County historical bridge and have Park
18 Board look at other options to present to City Council for reallocation of the $20,000
19 in funds that were set aside for the bridge.

30 A. Recreation/Special Events - Board praised staff for providing the ParkNotes
31 brochure.

33 The Youth Fishing Day held October 9 was well attended and the weather
34 cooperated.

36 BooBoo's Buddies Pet Celebration and Harvest Fest will be held October 29,
37 and October 22, respectively.

39 B. Youth Sports Associations - Baseball season started last Saturday. The liaison
40 related positive comments received on the field improvements at Bicentennial
41 Park..

43 C. Community Groups

45 Bob Jones Nature Center Committee is selling tee-shirts for $12 for the
46 "Wings of Night" nature walk to benefit the nature center. Also, a bird seed

sale is underway. Bob Jones Nature Center will hosts 20-minute nature walks
and there will be a bat display during the October 22 HarvestFest.
Tucker House Clean Up Day Saturday, October 15, 8:00 a.m - 3:00 p.m.
Volunteers are needed.
Keep Southlake Beautiful participated in the National Gardner's Conservancy
October 8. The National Gardner's Conservancy has expressed interest in
hosting the KSB "SPIN into Spring" garden tour in 2008.
Keep Southlake Beautiful held the quarterly Adopt-A-Street clean up. Over 90
bags of litter were reported picked up.
KSB will sponsor a leaf recycling program October 13 - December 31.
Citizens may deposit their bagged leaves at a designated site in Bicentennial
Park. The mulch will later be put to use in flower beds and landscaping in the
parks.
D. SPIN - Regular Standing Committee meeting October 11 and the
"Emergency: Disaster Readiness, Response and Safety" meeting October 13
at Town Hall.
E. SPDC - SPDC meeting was rescheduled for November 1, 2005.
F. JUC - JUC will meet October 25 to consider implementation of the Spanish
language program with CISD and SRO funding.
G. Quarterly Park Board Report at January 2006 City Council meeting - To be
considered after board appointments.
Flyers advertising brick pavers available for purchase for the Liberty Garden labyrinth
were distributed.
Chairman Cornish was publicly thanked by the Park Board members for his service as
chairman to the Parks and Recreation Board.
