Call to Order Chairman Georgia called the meeting to order at 7:06 p.m. A quorum of voting members was present. REPORTS Agenda Item No. 2. Administrative Comments - There were no Administrative Comments for this meeting. CONSENT AGENDA Agenda Item No. 3A. Approval of the May 14, 2007 meeting minutes A motion was made to accept the minutes of May 14, 2007 as amended. Public Forum No one spoke during Public Forum. CONSIDER AGENDA Agenda Item No. 5A. Consider: Recommendation for award of bids for Bob Jones Nature Center improvements Agenda Item No. 5B. Consider: Recommendation to amend SPDC construction budget for Bob Jones Nature Center improvements Director Polasek presented the proposed bids for Bob Jones Nature Center improvements to SPSD in the amount of $383,611 for site work and alternate #2 (includes 19 additional parking spaces) and to Scobilt Contractors in the amount of $477,000 for building construction and a project contingency of $41,389, for a total project not to exceed $902,000, and the companion agenda item to amend the SPDC construction budget for the improvements. In addition to the award of bids, the amendment to the SPDC CIP budget for the Bob Jones Nature Center Improvements in the amount of $350,000 is necessary to complete the project. $552,000 has previously been approved for the project. Four bids were received and opened May 24. The lowest base bid was a combination of the Site Bid from SPSD in the amount of $378,270 and the Construction Bid from Scobilt in the amount of $477,000 for a total of $855,270. This combined total is less than the previously received and rejected low bid of $867,000, which did not include construction of the pavilion. The new bid includes the pavilion. Debra Heath, officer of the Bob Jones Nature Center, was present at the meeting in support of approving Agenda Item 5A and 5B, but did not wish to speak. Cindy Gaither, 403 Belverde Court, Southlake, representative for the Bob Jones Nature Center board of directors, spoke in favor of a recommendation to award the bids as presented and thanked staff for expediting the re-bid and response to provide timely response to Board, SPDC and City Council. Carolyn Morris, 403 St. Charles Courts, Southlake, spoke about the benefits to adults and children through the education, nature programs and other activities that the Bob Jones Nature Center will offer to the community. The Board discussed the project timeline, bid amounts, budget funding and SPDC Fund reserve, the contractor's construction reputation, roadway access and the parking lot at the Center. The Board expressed their support of the Center and praised BJNC committee for their diligence, enthusiasm and hard work. Discussion: There were no items for discussion at this meeting. Additional Comments: Mosquito Problem at Bob Jones Park - The City addresses the problem through the distribution of mosquito dunks in locations favored by the pests and the Public Works Department will provide public service information on precautions via the City's website. Carol Lee Hamilton, 1210 Cross Timber Drive, employee of Tarrant County Health Department, shared information about the effectiveness and impact spraying may have on humans and animals and precautions that may be taken against mosquito bites. New Website - The City has launched its new website which is still being refined. Staff encouraged Board members to contact staff with their comments and recommendations for improvement of the site. One suggestion was to offer a "Back to Home" on the pages.
