Action Requested: Approve Ordinance No. 895-E, 2nd Reading, Adopt the 2024 Water Conservation Plan. Background Information: Under Title 30, Chapter 288 of the Texas Administrative Code, cities must develop and adopt a Water Conservation Plan for municipal water suppliers and submit it to the Texas Water Development Board by May 1st. The law further requires wholesale providers, such as the City of Fort Worth, to share the restrictions imposed by their plan with their wholesale customers. These plans must be updated and resubmitted on a five-year cycle. The previous plan was updated in April 2019. The next update of this plan is due on May 1, 2024. In the 2024 Water Conservation Plan, the City will continue the permanent year-round, twice per week landscape irrigation schedule. Customers will not operate their irrigation systems between the hours of 10:00 a.m. and 6:00 p.m. The updates for the 2024 Water Conservation Plan include revising the 2020 Comprehensive Plan name to the Southlake Comprehensive Plan, updating the Water Service map, revising data to reflect accurate water distribution capacities, and revising 5- and 10-year water conservation savings goals based on usage. Financial Considerations: There will be no costs associated with adopting this plan. Citizen Input/ Board Review: City Council approved the 1st reading of this ordinance at the April 2, 2024, City Council meeting (6-0). Legal Review: None.
