Agenda Item No. 1: Call to Order
Chairman Johnston called the meeting to order at 1:08 p.m. on Tuesday, 11 November 1997.

Agenda Item No. 2: Agnroval of Minutes for 14 October 1997 Meeting
A Motion was made to accept the minutes as corrected. Page 4, Agenda Item # 13.

Agenda Item No. 3: Administrative Comments
Nona Whitehead explained some of the Senior Center policies being developed and still in
process of being reviewed. Donations were to go through the SAC and then back to Nona. The
proposal at present is for staff to approve donations. There would be a list of needs that would be
i accepted according to space availability, age and condition of the items. The policy "draft" states
that if there was something permanent given to the Senior Center, for inside or outside, an if there
j is liability concerns, or maintenance that will involve a budget impact, then it would be brought
before the SAC to make a recommendation to City Council for approval. Nona would like to have
efficient work saving policies that do not require a lot of leg work. We do have a table and chairs
for the kitchen from the Robards. Property donated becomes the property of the City of Southlake
for use in the Senior Center.
Still have issue of age for use of the Senior Center. SAC is 55, but Southlake Seniors
Bylaws state the age of 50. Most Senior Centers are fifty-five (55). Rose stated there was a
problem with expecting discounted tickets for younger seniors. In the policies being set up the age
must be set for use of the facility. Resident Seniors have priority access to this facility during
regular hours. This is an adult only center. There is a question about Bingo.
Coffee Fund involves SAC. Policy: Coffee shall be available for a nominal fee of 25¢ per
day. This intitles participants to unlimited coffee or tea and pays for napkins, cream, sugar, etc.
The responsibility for managing the coffee fund and purchasing supplies shall be assigned by a
member of SAC. Appointed person to take money and shop for supplies.
Luncheons will continue on Tuesdays. Center will be open during the week. The days
will be determined by need and interest. Staffed by volunteers. Maintenance will be provided by a
janitorial service initially once a week. Hierarchy of use for seniors. Center will be closed on
"Bad Weather" days declared by CISD or the City of Southlake. Also, will be closed on city
holidays. The keys will be dispatched like Parks & Recreation. Exceptions may be approved for
special events on holidays. Nona presented a draft wish list for donations. The Women's

Division of the Chamber of Commerce is planning to spend $5,000 on tables ands chairs. This is
not official.

Agenda Item No. 4. Report: Metroport Meals On Wheels - October Statistics
Rose Hampshire reported that she is increasing the food for the Senior Luncheon being
ordered to 45 meals, if individual servings. The Southlake route is now delivering Meals On
Wheels to six (6) people in Southlake. Shelli Siemer asked when the next quarterly report will be
turned in for review. Rose Hampshire will provide statistics on home delivered meals in quarterly
report. Did not break down Southlake Seniors in this report. Fifty-eight (58) attended today, 11
November. The number of Seniors went from ten (10) originally to forty-two.
Agenda Item No. 5. Report: Eubanks House Renovation for Senior Center.
Shelli Siemer reported that we are still moving forward on the project. The cement has
been poured for the new addition. Last week was very important as far as progress of the project.
Farrier Construction had two days of their crew out there working. Dick Johnston was there
working with John Moore doing plumbing. Now they are doing electrical work. Next week
framing for the new addition will be done. Volunteers have been wonderful. Initial date of
completion was middle of December. It is felt the "Opening" should be delayed until after the first
of the year.
Shelli asked if the Seniors were going to provide meals for both days of the weekend. The
answer was an affirmative. Nov. 15/16.
Agenda Item No. 6 Report: Assisted Care/Independent Living Fly
Dick Johnston reported no change in the definition of who can live in assisted living. State
of Texas has written twice staring that as far as the state is concerned if only one of the couple
needs assisted care the other is welcome to live there. Tonight's meeting at 800 Southlake Blvd.,
will handle a lot of the problems in our ordinance by site plan approval. Project itself will override
the ordinance if approved. The Independent Living and Assisted Living will both be addressed
tonight. They have triplexes instead of villas. If someone in the triplex needed assisted care, it
could be done in the triplex. The City requires twelve (12) units per acre. This facility has a little
over ten (10) units per acre with a total of over sixteen (16) acres in the tract.
Agenda Item No. 7. Report: Northeast Tarrant County Senior Issues 'Committee
Martha Greenberg had no report. Next meeting is 12 November 1997.

Agenda Item No. 8 Report: Southlake Seniors - Report on Activities Planned
Fran Weiser stated that Nona will be working with Dorothy Cosgrove on publicity. (See
report, Southlake Seniors) The Southlake Seniors will be helping on Saturday with the food at the
Senior Center. The deadline for Senior Citizen Award is November.
Agenda Item No. 9 Discussion: Seniors In Need
Zena Rucker out of town.
Agenda Item No. 10 Report: Discussion : SPIN Summitt Results
Dick Johnston stated that it was successful in many ways and had problems in other ways.
The Library as proposed by Gary Fiches and the young high school student came in number one.
We had three more minutes and still not time enough to get through all he had to say. The panel
did question him later.
The idea of a Tree Farm was well accepted. The first farm could be located by our Senior
Center, hopefully. The next possibility is at Royal & Annie Smith Park. Another place is on
Continental Blvd., next to Public Works Department. What it calls for is rows ten (10) feet apart
north & south with trees planted every six (6) feet. In five years should be eight (8) to twelve (12)
feet tall.
Nona Whitehead asked if this is a SAC program or a Senior Program. Dick reported that it
will be a Senior Men Program with work from Teen Court kids, school kids and any volunteer
interested. These will be good trees: Bur Oaks, Cedar Elms, Pistachios. Shellie asked who would
take the trees to new location? Who would maintain the farm and water the trees? (Tape 2A)
These trees would be planted along parkways and Highways. Shelli stated this proposal needs to
go through the appropriate city process to receive approval prior to starting.

There being no further business, Wanda Buschman made the Motion to adjourn, Linda Moore
